Research On Co-ordination Of Scientific And Technological Resources In Guanzhong-Tianshui Economic Zone

Marxist co-ordination thought is the major theoretical results that the Chinese Communistsachieved on the road of exploring socialism with Chinese characteristics relentlessly, and it isfundamental method guide us to cope with various problems in the practice of development.Guanzhong-Tianshui Economic Zone is a key project in the country’s "Eleventh Five-YearPlan" of western development. Its purpose is to take full advantage of the regional scientificand technological advantages, location advantages and industrial base, co-ordinate variousscientific and technological resources, to achieve the transformation of scientific andtechnological advantages into economic advantages, and promote the economic revitalizationof the northwest region. Since2009, the State Council approved the "Guanzhong-TianshuiEconomic Zone Development Plan", some achievements has made in the co-ordination ofscientific and technological resources, but there are some questions to some extent thatrestricting role of science and technology resources advantage in the area, such as scientificand technological resources barriers between higher and lower levels or between differentdepartments and regions, scientific and technology management system lags behind, scienceand technology resources of military and civilian integrate difficulties, the degree ofmarketization is not high, a serious brain drain, etc., therefore, the research of co-ordinationproblems of scientific and technology resources in Guanzhong-Tianshui Economic Zone hasgreat practical significance to promote the scientific development in this region and topromote the large-scale development of the western region deeply and sustainable.This article is based on the Marxist co-ordinate thought systemized, adopting the integrateduse of specific methods such as the method of the unity of historical analysis and logicalanalysis practice, by both theoretical research and empirical analysis. Firstly, analyzed thestatus quo of science and technology resources and its co-ordination in Guanzhong-Tianshui Economic Zone, on this basis, further from the regional administrative barriers, majorinnovative body of Scientific and technological creativity, scientific and technologicalachievements transformation capacity, the construction of the market system of science andtechnology resources, regional talent development and utilization, etc. to explore constraintsand reasons of co-ordination of scientific and technological resources in Guanzhong-TianshuiEconomic Zone. Finally, some suggestions has been proposed to strengthen the co-ordinationof scientific and technological resources in Guanzhong-Tianshui Economic Zone, that iscreate a unified co-ordinating body, establish the scientific program management system and agood legal environment, speed up industrial upgrading and reform the university evaluationmechanism, to promote the development and industrialization of the dual-use technology, torealize the rational allocation of human resources, and establish specific co-ordination modefor scientific and technological resources.
