Russian Federation Public Procurement And Unefficientes Due To Collusion And Corruption

The present paper is devoted to efficiency estimating of allocation orders forpublic needs through auction procedures in Russian Federation. The sphere ofpublic procurement initially implies lack of motivation of public organizations’official representatives to optimize recourses usage. Auction is a form ofcontracts allocation which is able to significantly reduce inefficiencies related tothe indifference of public customers to the level of funds drafting, creatingcompetitive environment for suppliers’ side.The paper uses Yekaterinburg city product auction numbers as an examplefor determine analysis and quantify analysis. In order to expose relationshipbetween the participants in the procurement process and the officialrepresentative of the potential, and the investigation of their procurementefficiency. In the second chapter the author of the thesis process application datamaterial and government procurement program-related information are described.Electronic version of the study data and verbal government procurement process,we applied comparative analysis and quantitative analysis, analysis of the2535electronic version of the tender and86verbal bidding.In the third chapter the author explains the project encountered in the foodsupply of the government procurement process invalidations facts and the factsof the participants and officials in a potential relationship. Invalid phenomenonare the following categories: high rate tender is declared invalid, the smalldiscount high rate and the possibility of collusion or corruption relations,excessive discounts.In addition to mentioned above author found a tender efficiency factorsincluded market characteristics, the number of lots, procurement budget,procurement type, etc. as well as analysis of the factors that increase efficiencybidding on government procurement efficiency.And through the government procurement-related parameters quantitativeanalysis and found to have improved efficiency factors and proposed to reducethe image of corruption and collusion approach to the Russian government procurement system development to make some contribution.
