The Variance Analysis To City Management Performance Of Chinese Western Capital City

From1978to2010, the Chinese urbanization level has increased from17.9%to49.95%.In the short thirty year: it has increased1.8times than ever. With the rapiddevelopment of the urbanization level, Chinese total economic output has alsoundergone changes in turn the world upside down. The Chinese nominal GDPsurpassed Japanese in2010, ranking second in the world. However, during this period,there were many problems such as excessive urbanization, the hollow of urbanization,urbanization and industrialization development uncoordinated and so on. How tosolve these problems has become a pressing matter in the moment. Learning fromforeign experience in treatment of city problems and according to the actual situationof Chinese urbanization development, in2001, the “city management” was proposedfirstly in the meeting of the Third Congress of the China Mayors Association. CityManagement provides the new ideas and mode for the solution of the above problems.More than600mayors who were the participants feel under the market economysystem constantly perfect today, the city was facing new challenge, how the city tooperate and manage has become a hot topic of theoretical circles and practitioners.The research of city management has initially formed a complete system. Firstly,this article was carding the development of the city management, and defined thecity management based on reading and fully understanding a lot of domestic andforeign literature. Secondly, this paper system described the subject and object ofcity management, the aim of city management and some different city managementmode. Then, it established the index system to evaluate the city businessperformance through the measurement of certain methods. The end, this paper raisessome feasible countermeasures aiming at the possible problems in the process of citymanagement.In order to scientific evaluation and Analysis on city business performance,according to the present situation and characteristics of city development, the paperconstructed a evaluation index system of business performance, this evaluationsystem have four levels of contents contacts economic performance, socialperformance, environmental performance and infrastructure performance. In thispaper, based on the data of2010, select the11western provincial capital cities as the research object. Firstly, this paper used the method of principal componentanalysis to make the evaluation of operating performance beyond11provincialcapital cities. Secondly, the paper took the analysis to the main influence factors ofdifferent city business performance. Thirdly, it has put forward some reasonablesuggestions. This research results can show the11western provincial capital cities’operating performance change as well as the main influence clearly, it has certainsignificance to improve the performance of our city.
