The property tax is the passage of the property tax foreign taxes,property tax originated from Middle Ages in Europe, now it is already animportant source of income for local governments abroad. Early in theZhou Dynasty in China, although there is the oldest real estate tax, butbecause of the historical development of objective factors, our tax laws,legislation and research started than later. From the main taxes,commodity turnover tax, income tax and property tax constitute the threemajor types of taxes in the modern sense. Due to the commodity turnovertax is easy to control and levy, turnover tax is now the first, income taxfor the second, smaller property tax in domestic tax regime, that is,indirect tax mainly less direct taxes, compared with the main structure ofdirect taxes in western developed countries, our country’s tax system hasyet to be improved, and the tax system as an important aspect of publicpolicy, how to build a comprehensive property tax system, especially todevelop the scientific and reasonable individual housing estate tax collection system, it has a very important and profound significance.According to the real estate tax regulations of the People’s Republicof China, the individual housing is exempt from levy. However, with therapid development of socialist market economy, the real estate hasbecome an important part of the personal property. Existing property taxsystem has been unable to meet the current actual situation in the wealthof individuals and businesses have a substantial increase in thehigh-income class has emerged, and the gap between the rich and thepoor is also widening the situation. In early2011, the State Councilauthorized Shanghai and Chongqing to carry out property tax reform,property tax levied on individual housing, which is the trend of the times,but also for the improvement and development of our property tax systemmade of exploration and practice, but how the individual housingproperty tax extends to the whole country, must be carried out in-depthand detailed research and analysis cautiously. This article clears theimportance and theories source of property tax levy, analyzes thestructure of our tax system, pointed out that the actual significance andnecessity of individual housing property tax levy. Then, this paper mainlyanalyzes the effect of real estate market regulation policy by theindividual housing property tax. Though the introduction of progressivedecision-making model, using Shanghai’s personal housing estate taxcollection and management and more than two years work of the data for example, this paper analyzes property taxes on individual housing pilotpolicy for three opinions:1) The existing property tax policy is morelimited in the property market regulation and control;2) The promotionof the property taxes in the country will take some time;3) Property taxeshas significant meaning to change the pattern of Chinese property market.Then through the individual housing property tax system introduced someof the typical country in the world, this article carries out a comparativeanalysis to identify their respective advantages, and points out usefulreference for the development and construction of the property tax systemin China. On the basis, the development of a scientific and reasonableindividual housing property tax system proposed development directionand recommendations to improve our personal housing real estate taxsystem, give full play to its capacity to mobilize local governmentrevenue, and adjust the smooth development of the real estate markethealthy and orderly realization the social equitable distribution of wealthand to narrow the income gap between rich and poor, for reference.
