| With the deepening of the government administrative system reformin our country, the whole society are focusing on the efficiency ofgovernment departments. How to improve the working performance ofthe government departments in our country and give people-orientedservice for the people is an important part of the change of governmentfunction in our country. As China’s central bank who is responsible forthe macroeconomic regulation and control, The people’s bank of China isone of the ministries and commissions under the State Council. It plays acritical role in conduction and implement monetary policies,maintaining regional financial stability and providing financial services.How to take the effective performance of the duties of the people’s bankhas become a current urgent concerned problem, on the premise ofeconomic and financial situation is increasingly serious. Governmentperformance evaluation has become one of hot topic in the society as animportant way which is usefull in the current national governmentadministrative reform, strengthening the government responsibility andimplementing functional transformation. Exploring the construction ofgovernment performance evaluation system has a significant and criticalpractical significance in improving the consciousness of performance inwhole society, perfecting evaluation system, strengthening the construction of efficiency, transforming government function, promotingthe construction of harmonious society.In recent years, the academia has contributed many researches on theconstruction of performance evaluation system and has obtained certainachievements. All of these are worth our using for reference. In enterprisemanagement, balanced sheet has been a huge success and received awarm welcome as one of these representative theories and tools. Peoplethink that introducing balanced scorecard into public sector performanceevaluation will be effective to set up scientific and reasonableperformance evaluation system, promote government to speed up thefunctional transformation, strengthen the public service, improvegovernment figure, improve work efficiency and ultimately improve thepublic trust in government. At present in China, the balanced scorecardpromotion is also very limited and some enterprises also meet somedifficulties after implementation. Domestic government departments havenot applicated the balanced scorecard performance evaluation in practices.Therefore, it is necessary to have a research on this subject. Combinedwith the balanced scorecard, this paper take a example of the people’sbank of Jiaxing central sub-branch to construct a performance evaluationsystem. Through the library, the Internet, Chinese know nets, electronicinformation, such as the VIP database, this papers mainly use literatureresearch, comparative analysis and qualitative analysis to collecte a largenumber of data about the performance evaluation and the balancedscorecard.The main content of this paper can be divided into four parts: thefirst part is mainly to review the literature summary on the domestic andforeign performance evaluation and the balanced scorecard theory; In thesecond part, take the people’s bank of Jiaxing central sub-branch as anexample to introduce the status quo and the existing problems of current performance evaluation work and discusse the significance or feasibilityon application of introducing balanced scorecard. The third part mainlytry to use the balanced scorecard method to build the people’s bankperformance evaluation index system based on the functions and missionsof the maritical people’s bank; The fourth part analyse the probabledifficulties in using the performance evaluation based on balancedscorecard and suggest to improve ecological environment of thisperformance evaluation. |
