In recent years,with the rapid development of society,economy,science and technology,the reform and development of management system is also in progress,in which the performance management of government departments is particularly important and prominent.As the commander and guide of the whole social and economic order,it is an urgent matter for the government to reform its performance management more effectively and meet the requirements of the times.Now,some western countries take the lead in carrying out a new public management movement,which is to apply some successful experiences and methods of enterprise performance management to the government's performance reform,and these countries have made good achievements in this regard.In China,along with the deepening of reform and opening up,all aspects of our economy,science and technology are advancing by leaps and bounds.Especially under the leadership of the Party Central Committee with Chairman Xi Jinping as the core,we have put forward the concept of reform of "letting go of services".This also means the transformation of the functions of our government departments from "management" to "service".The first mock exam is the first mock exam of public management,and the other is the management of the enterprise.The government performance management module is always criticized by the public.Therefore,this module reform is the priority among priorities.The balanced scorecard is a representative method of performance evaluation,and it is attracting more and more attention.Subsequently,some departments of our country have also proved that the balanced scorecard can be used in our country through theory and practice.Since I work in C tax bureau,I have seen the reform and progress made by the tax department in performance management in the past two years,but I do feel the imperfection of the current performance management system,which brings some problems and inefficiencies in work,and causes my reflection.In view of this situation,I hope to study the performance evaluation methods of C tax bureau Hope to make some improvements.In line with the local environment of Zone C,a set of performance evaluation system is established,hoping to improve the work inefficiency and confusion.Firstly,through theoretical analysis,i.e.the connotation and significance of performance evaluation,the role and application of Balanced Scorecard,etc.;secondly,through understanding and analyzing the specific situation of C tax bureau,we can find out the shortcomings and problems of the performance evaluation method of the bank;secondly,taking C Tax Bureau as the object,we build a performance evaluation method that conforms to the actual situation of C District;finally,we use the improved method And practice and draw conclusions.This paper mainly through the analytic hierarchy process method,draw a performance evaluation improvement blueprint based on the Balanced Scorecard for C tax bureau,help C tax bureau to better carry out the work,help C Tax Bureau staff more actively and effectively participate in the work.
