Since2003, a series of issues are exposed gradually and increasingly inour housing market, such as the total imbalance, structural imbalance,the price out ofcontrol, and housing security has defect.As the stabilizer of the social development and the booster of the economicdevelopment, the housing problem of middle-income families has deep inference. It notonly related to the comprehensiveness and the effectiveness of housing policy andhousing security, but also related to the stability of the social development. Therefore, itshould attach great importance to the housing problem of the middle-income families.About whether urban middle-income families is facing housing affordabilityproblem, there are many inconsistencies in the research point of view, the criteria andthe scope of the traditional housing affordability measure, it caused conclusiondifferences. Therefore, in order to make the general public and related managementdepartments learned that the current level of housing affordability and its possiblechanges in real time, to build a system in line with China’s actual conditions and clearhousing affordability measure is necessary and compulsory. The main idea is: the properunderstanding of the premise of housing affordability connotation, analyzes theadvantages and disadvantages of traditional housing affordability measure method, andreveals the main factors affecting housing affordability. On this basis, in accordancewith the guidance of the theory, construct a new method to measure the affordability ofurban housing, and combined with the empirical analysis. And according to theempirical analysis conclusion, put forward the targeted policy recommendations.The following are the main conclusions of the paper: (1)To objective evaluation found that the traditional housing affordability measure:whether the ratio method or the residual income method has its own advantages anddisadvantages. The residual income method is relatively more objective than the ratiomethod.(2)To determine the main factors of housing affordability, analysis the relatedfactors how to affect the resident’s housing affordability, in combination with the actualsituation, and reference to existing research conclusions. They are household income,household non-housing consumption expenditure, housing prices, down payments,home mortgage loan rates and deadlines.(3)Under guidance of the remaining income theory, and learn from the housingaffordability index method, the paper construct a new method to measure of urbanresident’s housing affordability. Meanwhile, according to the main idea of the modernconsumer theory, we construct a model which can measure the future housingaffordability of the residents. Through empirical analysis, it was found that: all incomepoint of middle-income families’ current housing affordability is different from eachother, and the change of future housing affordability is also different. Overall, thehousing affordability index continued to rise.(4)From static and dynamic, compare the new housing affordability measure withthe traditional housing affordability measure differences. Found that the new housingaffordability measure is more scientific, more reasonable and more operable. |
