According to Maslow's hierarchy theory of needs,the housing needs of human beings are the most basic physiological needs,the need to be met will threaten the survival of mankind.From the beginning of the 80's,our country began to implement the housing system reform gradually,and the welfare housing system changed to the market-oriented method to solve the problem of urban residents.On the one hand,the housing level and living quality of urban residents have been greatly improved,and the housing supply has been greatly improved.On the other hand,the irrational development of housing market leads to the rapid rise of house prices,the imbalance of housing supply structure,and the pressure of price upward,the limited family income also bear the squeeze of high consumption level,all these eventually lead to the increasing of the housing pressure,the declining of the housing affordability of the urban residents' families.And the ability of housing as the basic demand of human existence,the government must make every effort to solve the housing problem of urban reside nts' families by using various measures such as macro-control.The important precondition to solve the housing problem is to measure the housing affordability of urban households accurately,in order to determine the number of housing hardship groups and formulate corresponding housing security policies.Based on the study of the housing affordability of urban households,the paper finds that the existing methods of evaluating the housing affordability are divided into the ratio method and the residual income method,and the two methods have some defects in the measurement of housing affordability.Therefore,based on two methods,this paper absorbs the advantages of the two methods and constructs the model of the surplus income housing expenditure.Then,using the overall data of the 2005-2015 urban residents' families in 30 second-tier cities and the specific data of the national urban residents' different income-grade families in 2005-2015,the regional difference analysis,the historical change analysis and the social gap analysis were carried out.Finally,in the aspect of policy suggestion,this paper takes the key influence factors of housing affordability as the cut-in point,crushes one by one.By increasing residents' income and guiding residents' reasonable consumption,taking various measures to stabilize house price,perfecting housing guarantee system,this paper gives corresponding policy suggestions to improve the housing affordability of urban residents,and ensure the housing needs of urban residents.
