| Intense market competition brings a huge challenge to the construction enterprises.With the transition of these construction enterprises to the enterprises of managementand profits type, a push to performance assessment in the process of management is anecessary trend for the enhancement of cost management. Nevertheless, mostconstruction enterprises don’t formulate the assessment criteria or terms whose aim is toevaluate the project till the end of the year or the time when the project is finished. Thepurpose of performance assessment is not an eventual assessment for the finishedproject but a systemic assessment, analysis and conclusion of temporal target, executionprocess, results, profits and regulations on different phases in the project. Performanceassessment is supposed to detect the problems and defects occurring in the project intime and to rectify the corresponding plan together with the lapses, thus rendering theproject management in a controlled status. This is the very ultimate aim to establish aperformance assessment system for construction enterprises. Project managementperformance is the score and the profits acquired by enterprises management ofconstruction projects, which requires the specific index to reflect. That is, an assessmentindex system need be formed. The assessment index system is the foundation and thecore for evaluating project management. Wherever there is no assessment index system,there is no regularized and scientific assessment job.On the basis of analyzing DingZheng construction’s Project of ChangQingBuilding of Jinghe Industrial Park, the dissertation delves into discussing the key factorsin the period of construction, and establishing an assessment index system for buildingcontractors to evaluate performance with the purpose of providing the evidences for the assessment which further acts as the basis of project target management control. On thebasis of the related research analysis abroad and home, the research herein, based on thetheory of performance assessment, establishes an assessment index system withquantitative and qualitative analysis, guaranteeing the project assessment is scientific,reasonable and effective. The dissertation collects the data through questionnaireinvestigation as well as visit and quantizes the data by fuzzy Delphi method andanalytic hierarchy method to determine the assessment index and impact factors. Theresearch involved adopts a hierachical method to analyze index, thereby forming thebasis of assessment mode. Firstly, the target level is determined, that is, an indexframework is established. Secondly, the index level is determined, in which fuzzyDelphi method is applied to determine the assessment index, analytic hierarchy methodis then used to determine the weights and finally the impact factors of the assessmentindex is further analyzed to establish the criteria level which combines the process andperformance assessment. By virtue of the analysis and conclusion of the research basedon Dingzheng construction’s Project of Changqing Building of Jinghe Industrial Park,the dissertation verify the functionality of the proposed performance assessment indexsystem, thus providing the necessary evidences for management methods andperformance assessment formulation regulation. Performance assessment will improvethe project management level to a large degree and increase the self-managementcontrol ability of building contractors, thereby remarkably increasing the economic andsocial profits of construction projects. |
