Since the1990s, the external operating environment has been facing the importantand profound changes which co-driven by economic globalization and informationtechnology. Firstly, the market demand is complex, volatile and difficult to predict,product life cycles are getting shorter. The technical capabilities replace the economiesof scale and traditional price and service elements to become the most importantcompetitiveness of enterprises. Secondly, the rapid development of globalization led tothe free flow of global labor, raw materials, capital and technology, an industrialglobalization of production networks is initially formed, the relationship betweenenterprises in different countries shift from pure competition to both cooperation andcompetition. The production has a modular, mass customization features. In addition,the traditional vertically integrated companies have in succession disintegrated underthe intense market competition, they focus on core specialization strategies andoutsource the none-core business or the none-competitive-advantage module.The modular production networks is the research object of this study, withemphasis on the factors affecting the formation of research modular productionnetworks, especially Turnkey supplier for the mediating variables, explore the role inwhich Turnkey suppliers play. The production system which relies on the Turn-keysuppliers was called modular production networks in the previous study, but it hadn’tverified as a separate variable. The purpose of this paper is to use the technical maturityindicators to explain the relationship between Turnkey suppliers and modularproduction networks, and further to testify the relationship which joining the other twomoderators. This paper selects37manufacturing industrial sectors above designatedsize in2007-2011to verify the hypothesis.Most of the empirical studies take the modular production networks as theindependent factors to testify the relationship with the corporate performance or theproduct innovation. While the empirical study between the modular productionnetworks and their influencing factors remains inadequate. Even the existed empiricalstudy rarely based on the background of the developed countries where still shows thedifferent results. So that, the theoretical model is still required to be testified.
