Our country has a vast territory, with mountain more than plain. Along with the advancementof society and the development of urbanization, on the one hand we need to increase theconstruction land to ensure the urban development. On the other hand we need to preserve120million hectares of the bottom line for the arable land in China to ensure the dynamic equilibriumof total cultivated land, which made the contradiction between the supply and requirement of landgrowing increasingly. In order to find the balance between supply and demand of the land, as wellas to solve the problems such as the contradiction between supply and demand of land and thedecreased urban land, more and more regions turn to low hills in Baiyin Area. With the proposal of" construction strategy of Lanzhou And Baiyin economic circle, baiyin increased traffic, energy,water conservancy water and electricity and other infrastructure construction, accelerating theurbanization and industrialization construction. The social and economic development needs anincreasing demand for land, especially the outstanding contradiction between the land forconstruction and the cultivated land protection. In view of the current development bottleneck,Based on its own resources advantage, Baiyin Area began to make the mild slop of low mountainsand hills as a new source of supplementary cultivated land.The research in China on the mild s lop of low mountains and hills suitability evaluation isaimed primarily at agricultural land, but less on the mild slope of low hills converted intoconstruction land suitability evaluation research.So This research selected these areas which havea abundant resources of mild slop of low mountains and hills, including Baiyin’s two districts andthree county, Baiyin District, Pinchuan District, Jingyuan County, JingTaiXian County andHuining County. Combined with the selected study area characteristics of the mild slop of lowmountains and hills and on the base of analyzing the the theory and methodology of landsuitability evaluation at home and abroad for reference,,and supported by ArcGis/Arcmap,adopting differential regularization method and entropy method, this research selected15suitable and feasible index from the aspects of ecology, engineering geological conditions andeconomy, to make the suitability evaluation of mild slop of low mountains and hills anddevelopment.The research results show that:(1)There is a great potential in mild slop of low mountains and hills developed into land forconstruction use in the two districts and three counties of Baiyin,The mild slop of low mountainsand hills areas in highly suitable zone, moderate zone and low-grade suitable zone are497628.9 hm~2,164993.13hm~2,and99825.67hm~2, the area proportion in the total area of the mild slop oflow mountains and hills are respectively65.27%,21.64%and65.27%;(2)The ecological suitability, engineer suitability and economic suitability values of JingtaiCounty and Jingyuan County are0.336,0.312,0.266and0.313,0.308,0.259, and synthesissuitability values are0.914and0.880, belonging to high suitability area; The ecological suitability,engineer suitability and economic suitability values of Pingchuan District Baiyin district are0.309,0.224,0.268and0.284,0.219,0.260, and synthesis suitability values are0.801and0.763,belonging to moderate suitability area; The ecological suitability, engineer suitability andeconomic suitability values of Huining County are0.203,0.214,0.225, and synthesis suitabilityvalues are0.642, belonging to low-grade suitable area;(3) Jingtai County, Jingyuan County, Baiyin District and Pingchuan District have highsuitability and comprehensive conditions to convert the mild slop of low mountains and hills toconstruction land under current circumstances. Huining County was not suitable for thedevelopment, but by taking some biological and engineering measures, Huining County couldimprove in regional conditions to conduct the converting program.
