Land is the most important resources for human survival and development. Theland issue has always been global, strategic and fundamental. As a frontier, inhabitedby minority nationalities, mountainous and poverty province, Yunnan confront sharpcontradictions between the protection of arable land and the security of developmentin the process of economic development and urbanization, In this context, Yunnanadjusted the urban and rural planning ideologies, established a strategy of exploitingthe land on the hills for construction, protecting the dam area of arable land andbuilding towns in the mountains, and what have Yunnan been doing opened up a newpath to solve the tough problem of "double Protecting" we mentioned above. In thispaper, based on the analysis of the background of proposing the strategy of exploitingthe land on the hill for construction, we make further research on the orientation,function, the rationality, the risks, the regulation principles, the priorities and pathselecting of this strategy. We conclude that:1, the orientation and the function of thestrategy of exploiting the land on hills for construction is:①under the background ofexpanding domestic demand, the implementation of urbanization and industrializationstrategy, the strategy should be used as a method to expand the land use forconstruction, in order to better serve the strategy of urbanization and industrializationin Yunnan.②under the background of the national food security strategy and the moststringent farmland protection system, the strategy should secure the implementationof food security and the protection of the dam area of high-quality farmland inYunnan, should make a new road to co-ordinate the economic development and theprotection of farmland in Yunnan.③the strategy should be a breakthrough for theindustrial structure optimization and upgrading, coordinating development of ruraland urban, resolving conflicts, maintaining social harmony and stability and achievingscientific development.④under the central government requirements of strengtheningand innovating the public administration, the strategy should be used as a method toreduce the number of dam area of land acquisition, the reduction of social disputes, should provide a strong support for the maintenance of social stability and unity.2, onthe one hand, the strategy has theoretic, realistic and rational basis, and it is also inline with national development strategies. On the other hand, for the ecologicalenvironment, economic and social aspects it confronts a lot of risks, if the strategy hasbeen improperly used, it will cause many serious problems, and affecting theachievements of the positioning and the functioning of the strategy.3, regulation ofThe strategy of exploiting the land on hills for construction should be based on theprinciple of macro-control and the market economy principle,adhere to the principlesof farmland protection and ecological conservation priorities,the service of town onhills and industrial on hills, economical and intensive land use and ruraldevelopment,Regulation should focus on the total amount,structure, size,structureand layout of land on hills,further establish and improve the strategy of exploiting theland on hills for construction relevant laws and regulations system,Improve theplanning and administrative control of the land on hills for construction, enrich anddevelop the land on hills for construction,Implementation of incentive and restraint ofland on hills for construction. To promote the smooth implementation of the strategyof land on hills for construction,ensure that a major regional strategic plan to achievethe desired goals to accumulate experiences for discussion of our country.
