The economic researchers and China social always focus on the issue of incomedistribution.The present research on income distribution mostly focus on the staticanalysis of income of a cross-section data.For example the Gini coefficient is afrequently-used index in the income distribution study, but the calculation of Ginicoefficient is based on the cross-section data, so it only reflects the income inequality at atime point,in other words,it measures the result of income distribution fair or not.Theindividual in the income pecking order changes over time. Income mobility is a measureof an individual or group of income levels relative to another body or the groups incomepecking order changes, can make up for the lack of cross-sectional static analysis.Only ifwe analyse the income mobility of individual,we can better grasp the changes of long termincome inequality and clearly understand the current income gap.Based on the existing achievements of research on income mobility at home andabrod,I construct a theoretical framework fristly,and then use the Chinese Nutrition andHealth Survey database (CHNS database),calculated Chineses household income mobilitysize in the background of Reform and Oping up period1989-2009,which is a such hugeeconomic and social transformation.I also analysis the trends of income mobility changesand the income mobility of different populations.Income mobility fluctuations in theshort-term,it trends downward in the long-term,and there are large differences betweendifferent populations.Meanwhile,I use the idea of income mobility to calculate the annualincome inequality indicators and long-term income inequality indicators.Comparativestudy found that long-term income inequality lower than the annual income inequality.Atlast,I give the recommendations to government devoelop a rationl income distributionpolicy frome the perspective of economic development, a clear positioning of governmentand improve public services.
