Studies Of Environmental Regulation On Import And Export Trade

With the deepening of global economic integration and foreign trade in-depth development,the environmental protection get more and more attention. So far,the environmental resources has become an important factor endowments,and the appearance of environmental regulation not also conduced to improve the quality of the environment,but also affected the development of the import and export trade.Zhejiang province as one of China’s foreign trade large provinces,in the process to achieve the sustainable development of foreign trade is bound to suffer the impact of environmental regulation.What kind of exactly impact of environmental regulation on import and export trade?How to realize the positive interaction between environmental regulation and foreign trade in Zhejiang province?They are the subjects which have great practical significance.Based on above background,this article proposed object of study and research problems,and then learn from existing researches at home and abroad,addressed the mechanism of environmental regulation affecting the import and export trade specifically.Descriptive analysis of the Zhejiang environmental regulation and the association of foreign trade relations,based on the above,used principal component analysis,ADF test and co-integration test between environmental regulation and foreign trade of Zhejiang province.Finally explained the conclusions,simultaneously,put forward some suggestions to achieve environmental regulation and foreign trade coordination and sustainable development.The main conclusions are as follows:First,the environmental regulation degree has demonstrated the general trend of rising in Zhejiang province.And there are three-phase characteristics in the development process,the turning year respectively in2001and2009.Second,environmental regulation via cost,structure and innovation effectiveness to have an impact on foreign trade,and the ultimate result is the combined effects of the above three.In the short term,the impact of environmental regulation on foreign trade in Zhejiang province is negative.But in the long term,environmental regulation is conducive to the benign development of foreign trade.Third,empirical results show that:In the present,the impact of improvement in the level of environmental regulation on foreign trade in Zhejiang province is negative,that is,the negative effects of environmental regulation is greater than the positive;The foreign trade development is conducive to the enhancement of environmental regulation,that is,foreign trade development contributes to the goal of achieving environmental protection.Fourth,in order to achieve environmental protection while promoting the development of foreign trade,we should maximize the positive effects and minimize its negative effects.For the purpose of realize environmental regulation and foreign trade coordinated development,this paper presented some suggestions from three perspectives:government,enterprise and public.
