The biological industry is the21st century most important strategy industry. It is changing people’s life variously in the energy, food, medicine, environmental protection and so on. And the high-end talent is the core factor that promotes the healthy and steady development of the biological industry. The realistic situation is unoptimistic. The lack of high-level talents has become a significant factor to inhibit the biological industry development. In order to solve the problem of talents cultivation, so we do the research on this subject. In this paper, a new perspective--alliance culture biological industry talents, to analyze how to cultivate Bio-industry Senior talents effectively.This paper uses many kinds of compound analysis method, and consulting related experts and professors, depth of literature, constructing the new model on the basis of the original model,comes to carry on the discussion about the cultivation of Chinese biological industry senior talents.First discusses the classification, characteristics of the biological industry talents, positioning of talent cultivating. Then discusses the growth of biological industry management talents, to study biological industry and its competitiveness "indirect carrier"–Bio-industry cluster..The bio-industry may have five effects--network effect, cultural effect, knowledge effect, cooperation effect and drive effect to the talented person’s growth. We can discuss the building of the talents training alliance from the source selection, education, the building of the teachers, scientific research, practice, coalition formation and competence. Finally,we establish a new model of D-S and carry on quantification processing. And the innovation point of D-S model lies in the more stereo image, more comprehensive analysis, and the joint degree with subject is higher, the content is improved. Then analysis the United States, Germany, France and other western countries and Japan, South Korea and other Asian countries in the bio-industry cluster and the establishment of the alliance, summarized some relative important influencing factors: a sound network system, positive cultural atmosphere, and the government and the third party safeguard work. Followed by the analysis of training problems about the bio-industry in China. Taking Beijing, Taiwan, Hangzhou and so on which is representative as the research objects, at the same time, we do SWOT analysis of China’s bio-industry talent training question. Because of various national or regional social system, management system, technology innovation level, development strategy, cultural background, so the training mode, training means, and the choice of management and operation system is quite different. But there are some cultivation measures in common to strengthen—The complex curriculum design system;“The official, produces, studies, grinds” teachers strength; Biological topic and construction of the project; Practicing in the Biological enterprise or science and technology park; Service organization supporting and so on. Finally, taking Beijing and Wuhan as the example do the quantification processing.
