Evaluating Circular Economy Of Hebei Province Based On Material Flow Analysis

The nature of circular economy is changing the traditional linear material flow patternand forming efficient material recycling mode of economic operation by improving theefficiency of resource use. Recycling economy development model is the inevitable choice oftransformation of economic development,which is important practical significance to thesustained and healthy development of regional economic development. The material flowanalysis provide policy-oriented basis for regional economic through the index systemmaterial flow analysis, material flow analysis,evaluation of quantitative research on thecircular economy model and the effective evaluation of the level of development. In this paper,using the material flow analysis method which based on economic evaluation cycle, theeconomic system of material flow analysis and evaluation of circular economy developmentof Hebei Province were studied.The first part is the elaborate theoretical and analytical framework material flow analysismethod, combining evaluation methods domestic recycling economy and related indicatorsconstructed with24relevant indicators of material flow analysis based evaluation indexsystem of circular economy in Hebei Province. Followed by the empirical part of the study,mainly to substances circulating flow analysis to evaluate the economic development of HebeiProvince. Based on the2004-2011Hebei economic system data and the regional circulareconomy analysis of material flow analysis to evaluate the level of economic developmentcycle from the time series of Hebei Province, analyze the final results and make thecomparative analysis to domestic and foreign-related indicators.The results show that: Hebei economic development is still based on the traditionalextensive economic growth mode, which has the higher the amount of resources invested, thelower the efficiency of resource production, the larger sewage strength. Though wasterecycling has made certain achievements, the levels of waste utilization, treatment rate,removal of hazardous substances are still low. Although environmental efficiency showed arising trend as a whole, the level is still low. Hebei Province showed faster recycling economydevelopment trend, but the overall development level is under the national average level. Finally, based on the results of material flow analysis and evaluation of the circulareconomy, some appropriate policy recommendations proposed.
