Research On Regional Circular Economy Evaluation System Based On Material Flow Analysis

Since the industrial revolution,human beings have increased their ability to use and transform nature.They have been in an unregulated state of resource consumption and environmental destruction.When people realize the limited nature of resources,the contradiction between human and natural environment has intensified.The emergence of phenomena such as warming and extreme weather has caused humans to taste the consequences of polluting the environment.After the extensive development of "high consumption and high pollution" in the previous stage,it is no longer feasible to rely on the input of resources to promote economic development,and a series of environmental pollution problems have been brought.After realizing that if the status quo is not changed,resources and environment will become the constraints of China's economic and social development,China begins to pay attention to the protection of ecological environment,vigorously advocate the development of circular economy,and ecological civilization construction into the "five-in-one" overall layout.The development of circular economy in China is in full swing,but China has a vast territory and the natural conditions and resource endowments among different regions vary greatly.The ways of development of circular economy are different,and the evaluation of the development of circular economy is crucial.The recycling economy evaluation index system of resource dimension of his lack of uniqueness and integrity,material flow analysis is based on resource accounting subject,through tracking,traces the natural resources and material into the economic and social systems,such as production,distribution and consumption process,calculating material in the area of the flow and conversion efficiency and reveal the material flow characteristics of the method,can better reflect the status of resource use.Therefore,this paper constructs the evaluation system of circular economy based on material flow analysis to supplement and improve the traditional evaluation system of circular economy.As the only municipality directly under the central government in the west of China,Chongqing is also the junction of the two strategies of the “Belt and Road” and the Yangtze River Economic Belt,which has an important strategic position.Economic development and ecological environmental protection are all important tasks in front of Chongqing.Developing circular economy is an effective mean to solve these problems.Taking Chongqing as an example for empirical research has important practical significance.On the basis of selecting evaluation indexes of circular economy by frequency analysis,this paper use material flow analysis method to improve the index system of circular economy,and constructs a regional evaluation system of circular economy based on material flow analysis,which is composed of 22 indexes of four subsystems: resources,economy,society and environment.Take Chongqing as an example for empirical Material flow analysis,and circular economy evaluation which includes time series analysis and spatial pattern analysis.Through the analysis of the material flow status of Chongqing's resource data from 2007 to 2016,it is found that the improvement of Chongqing's resource status mainly depends on the recycling of waste,that is,the resource policy of Chongqing is mainly the way of end management.The time series analysis of the development level of circular economy in Chongqing from 2007 to 2016,the development of circular economy in Chongqing continued to improve,and the four subsystems of resources,economy,society and environment were improved to varying degrees,among which the resource indicators increased the most.The fastest.The improvement of Chongqing's circular economy development level mainly depends on the improvement of resource conditions.The spatial pattern of circular economy development level was analyzed in Chongqing and another 26 provinces across the country.It was found that the resources and environmental conditions of Chongqing are located in one of the 27 provinces,autonomous regions and municipalities directly under the Central Government,and economic and social development is located in the second category.The economic comprehensive index is located in the 10 th place in the country and belongs to the middle and upper level.It analyzes the development reasons according to the top-down approach and proposes corresponding development countermeasures for the future development of circular economy in Chongqing from the four dimensions of resources,economy,society and environment.
