Evaluation Of The Effects And Satisfaction Of The New Rural Cooperative Medical Insurance System

Based on the national conditions, the new rural cooperative medical insurance system is an important agricultural policy aimed to solve the three rural issues and construct the socialism harmonious society. It helps the sharing of ideas, eliminating the causes of rural poverty and alleviating the large gap between urban and rural. It also contributes to social effective feedback to farmers, improve the rural epidemic prevention system, consolidate the foundation of the ruling party. The rapid development of this system would solve the problem of rural medical security of our country and has important significance for the construction of rural medical security system and promoting the economy and social stability.Based on the development situation of domestic and foreign rural medical insurance, this paper contains detailed analysis, system of the new rural cooperative medical insurance in Gongxian. According to summarizing the specific system, fund raising, fund allocation and benefit, the new rural cooperative medical system of Gongxian developed well. A substantial increase in number of participation has been greatly improved the new rural cooperative medical fund account in good condition and made remarkable achievements.The study found that:(1) Medical conditions need to be improved. Reflected in t--he questionnaire, Farmers’healthy services environment for Medicaid treatment is satisfied, but the types of drugs for medical and health service agencies, departments and equipment configuration satisfaction is not high.(2) Medical services personnel vocational skills need-to be improved. The survey learned, farmers for grassroots medical service attitude of staff satisfaction worst satisfaction of the technical level of the medical staff and health service agencies charges to be improved.(3) Government propaganda should be strengthened. Some farmers even just go with the flow to parti--cipate in the new rural cooperative medical insurance, which are contrary to the prin--ciples for the establishment of new rural cooperative medical policy. In addition, the level of satisfaction of funding and compensation standards also needs to be improved.(4)Reimbursement procedures should be more convenient. The course of the investig ation the satisfaction of the farmers’reimbursement procedures reflect the reimbursem ent procedures should be further simplified, better to do farmers do not spend too muc h time and effort for the reimbursement of medical expenses, farmers see a doctor to d o a line service, and truly reflects policy formulated to achieve convenience in mind. Therefore, I will put forward some of my suggestions based on recommendations to improve the new rural cooperative medical insurance system to improve local medical and health conditions, and improve the quality of medical personnel to strengthen the government propaganda and innovative form of payment.In this paper, based on the theory of social security and its related theories throug-h field investigation Gong County agricultural status of implementation and evaluatio-n of the effect of the implementation of the new rural cooperative of local farmers and learn from the typical medical model, to explore suitable Gong County developm--cnt of new rural cooperative medical insurance system, through the literature review, field survey and descriptive statistics wears, to be innovative in the research content. Academic level is limited, limited time and energy, the statistics can not be related to a wider range of the insured population, and therefore can not fully reflect the charact eristics and existing problems in the implementation process of the new rural cooperat ive in Gongxian County.
