Operation And Management Of Primary-Tertiary Industialization

Our economy has leapted forward since we followed the policy of reform and opening, but the three rural issues still haven’t solve, facing the severe situation. It leads to farmers’low income, the income gap between urban and rural residents is big and many other problems. And it restrict the economic further development. So three rural issues are needed to solve urgently during the economic development process, and many scholars has research three rural issues widely, provide many policy suggestions. At the same time, government has pay much attention on it,1982-1986and2004-2012, Central Government has issued14"central first document" re-locked on agriculture. Which has advanced the agricultural development in some degree, but the problem still hasn’t solve very well. To this question, this article makes a point--primary-tertiary industrialization.This article will take three specific cases of Zhejiang province for example, and on the base of many scholars’research, it will analyze the operation and development of primary-tertiary industrialization totally and deeply, especially about the connotation, driving forces, paths, existing problems and countermeasures. Driving forces include:market demand, government promotion and technology push. Paths include:by farmers own, government support and urban-rural interaction. And primary-tertiary industrialization is an efficient, environmental and sustainable development type of agriculture. In a word, for solving the three rural issues, primary-tertiary industrialization is an ideally choice, but it needs a systematic policy project as foundation. This article consist of six parts, part one will discuss the relevant theories and connation mainly. Part two will analyze development situation and the concrete cases of primary-tertiary industrialization in the Zhejiang province. Part three will analyze the driving factors of primary-tertiary industrialization. Part four will discuss the promote paths of primary-tertiary industrialization. Part five will analyze the existing problem of primary-tertiary industrialization. The last part will discuss the rule-following of primary-tertiary industrialization, and provide some policy suggestions.
