Study And Design The Emergency Group Decision And Supporting System Based On Knowledge Reasoning

Public safety plays an import role in state security, especially in recent years, wefound that not only wars are threat to people’s safety and property, but also naturaldisaster or man-made emergency events take place frequently. With the purpose tohandle these events properly and promote rescuing efficiency, it is necessary andurgent for us to build a Emergency Decision and Supporting System(EDSS).Aiming at that, this paper carries out a serious research. Considering that thebasic concept and feature of emergency decision, the article confirms the duty ofbuilding a EDSS and put forward a EDSS model based on knowledge reasoning andgroup decision. This model takes emergency preplan and emergency case as thedecision basis, acquires the emergency knowledge with Rule-based Reasoning(RBR)and Case-based Reasoning(CBR).Before building the EDSS, we should solute the problem of knowledge’srepresent. This paper represents the preplan with Frameset method and the case with atriple, and provides a storage proposal of preplan and case based on XML andRelational Database. It realizes digital emergency preplan and case effectively.In order to achieve knowledge reasoning, this paper designs the reasoning sourcebased on emergency events and describes the characteristic attributes about everykinds of events. On one hand, the article conduct the preplan’s attributes’ value withRBR, and match the preplan with template matching method. On the other hand, thispaper search the similar cases with Nearest Neighbor Algorithm based on HammingDistance. Then, through knowledge reasoning method, the system provides theemergency decision basis, reach the goal of decision supporting.Moreover, introducing a method based on intuition fuzzy aggregation operators,this paper comes up with a emergency group decision mode and give the flow forpicking over of candidate cases. At last, the paper realize the system with all the studytheory and prove that the design proposal is work.
