Research Into The Route Of China’s New Urbanization Under The Inclusive Development Concept

Urbanization is one of the important carriers of the well-off society in China. The development of urbanization plays an important role in the development of national economic and social of China. Since the reform and opening up, the rate of China’s urbanization has continued to grow up. In2011, the urbanization rate of China has exceeded50%for the first time. However, in the rapid advancing process of urbanization, some of the problems and contradictions have become more and more serious. These problems and contradictions not only hindered the healthy and high-quality sustainable development of China’s urbanization, but also caused the negative impacts which cannot been ignored to the entire national economy.Inclusive development concept is an important guiding ideology of China’s12th Five-Year Plan. It is the people-centered development philosophy which includes the equality of opportunity, poverty reduction and sustainable development and so on. Inclusive development concept provides an important guiding role for China’s new urbanization development. It is conducive to resolving social conflicts and exclusion that has become increasingly prominent in the development process of China’s urbanization. Based on the inclusive development theory and aiming at the current problems of rejection in the development of China’s urban, this paper analyzed the content of inclusive urbanization development from qualitative and quantitative point of view. This paper takes the basic train of research as to ask, analyze and solve problems. How to realize the inclusive development of urbanization is the key research and discussion of this paper.The first chapter introduced the background, significance and status of researching in this paper; The second chapter is the theoretical overview of researching, and respectively reviewed the related theory of inclusive development and urbanization. At first, this article reviewed the content of social exclusion theory, and summarized the concepts, causes and consequences of social rejection. And then this article introduced the concept of inclusive development. At the same time, from the Angle of inclusive development, this article summarized the relevant theories of urbanization which laid a foundation for further discussion; the third chapter mainly traced and combed the current status of the development of urbanization in China. Statistical significances showed that since the founding of new China, the urbanization development in our country has experienced three important stages, and each stage had its specific background of development.2002is by far the fastest period of urbanization development in our country, and the urbanization development stage theory suggests that contradiction problems during this period have been highlighted to the greatest extent. The fourth chapter is to ask questions of researching. Basing on the theory of social exclusion and inclusive development theory, this article combined with the actual situation in our country to put forward that the concrete embodiments of repulsive phenomenon in the process of urbanization in China were the exclusion from region to region, urbanization to "new citizens" and city to resources and environment. Chapter five-inclusive development and new type of urbanization-is the core chapter of this paper. This paper introduced the connotation of the inclusive development of urbanization by pointing out that the new urbanization should have the inclusive characteristics of equal opportunity, benefit sharing, benefit poverty and environmental resources sustainable and putting forward an evaluation system which could measure the new urbanization comprehensive level. Meanwhile, this article selected and summarized several typical instance of urbanization at home and abroad to absorb the successful experience from abroad and avoid its inclusive development, and this article also took Tianjin as an example and important reference to explore the path of the inclusive development of urbanization in China. Chapter6is based on the above research to put forward some suggestions and opinions about the construction of new urbanization and how to promote the urbanization comprehensive. The suggestions and opinions contained four aspects about the concept of innovation, perfecting the system, regional coordination and taking care of both resources and environment.
