The Research On The Effect Of Inclusive And Sustainable Industrial Development On Urbanization Quality

The degree of industrialization is an important criterion for measuring the comprehensive development level of a country or region.Economic development is essentially the process of industrialization,and the level of urbanization development is the most intuitive manifestation of industrialization.Since the Reform and Opening,the process of industrialization and urbanization has developed rapidly,but problems have followed.The income gap between the rich and the poor has widened,and the poor is still at a lower standard of living.The industrial expansion has destroyed the river and soil environment,and the air pollution has become increasingly severe.Blindly expansion of the urban scale has reduced the quality of urbanization.In 2013,the United Nations combined the theory of inclusive growth with industrialization in the Lima Declaration,and subsequently introduced the concept of "inclusive and sustainable industrialization development" in the 2016 UN Industrial Development Report,which coincided with the advocated by China,and it also points the way for China's industrialization road in the future.It is about to realize "long-term,socially inclusive and environmentally sustainable industrial development" as the core of industrial development and take a new industrialization road of equality,fairness,benefiting the public and environmentally friendly,and promoting the high-quality development of urbanization in China.But this is both an opportunity and a challenge for China.The opportunity is that Inclusive and sustainable industrialization development can improve the unbalanced employment structure and reduce the damage to the ecological environment,and the challenge is that the research about Inclusive and sustainable industrialization development has just started at home and abroad,there is no clear understanding of China's current development stage and profile.In addition,China's urbanization level has advanced by leaps and bounds in the past few decades.After experiencing the period of rapid expansion of scale and quantity,urbanization has reached a stage of leap from "quantity" to "quality".Under the background of developing inclusive and sustainable industrialization,what impact will it have on the quality of urbanization in China?How to ensure the quality of urbanization construction is a problem we need to solve.Therefore,based on the measurement of the two indexes,the effect of Inclusive and sustainable industrialization development on the Urbanization quality will not only has a more intuitive understanding in the status quo of urbanization development,but also has important theoretical and practical significance for improving the quality of urbanization in backward areas.Based on the existing research,this paper combines Lewis's Dual Economic Structure Theory,Kuznets Inverted U Curve,the Theory of Northam Curve and inclusive growth theory to construct a theoretical model explores the effect of Inclusive and sustainable industrialization development on Urbanization quality.In terms of evidence,it mainly includes three parts.First,using the method provided by the United Nations(2016)to measure the Inclusive and sustainable industrialization development of 30 provinces and autonomous regions(except Tibet)in China from 2007 to 2016,and compare the Inclusive and sustainable industrialization development of the four regions of eastern,central,western and northeastern China to find the status quo;Secondly,the urbanization quality evaluation index system is constructed from four aspects:life quality,economic development quality,ecological environment quality and urban-rural integration quality,and the entropy method is used to urbanize 30 provinces and autonomous regions(except Tibet).Thirdly,using the threshold panel model proposed by Hansen(1999),a classification index function with Inclusive and sustainable industrialization development as the threshold variable is established to test whether there is a threshold effect.In the presence of the threshold effect,Inter-zone discussion on the effect of Inclusive and sustainable industrialization development on the Urbanization quality.Combining the results of theoretical analysis and empirical analysis,the paper draws the following conclusions:(1)The level of Inclusive Industrialization in the four major regions has increased and decreased,and Sustainable Industrialization has increased steadily.The industrial inclusiveness level in the eastern and central regions increased slightly,and decreased in the western and northeastern regions.The industrial sustainability in the eastern,central,western and northeast regions increased steadily.(2)China's inclusive and sustainable industrialization level has increased year by year,but most provinces and cities are still in a relatively inclusive and sustainable industrial level,with large differences between regions.In 2007-2016,China's inclusive and sustainable industrialization has increased year by year,and in 2012 it has achieved a leap from a low level to a high level,with an average annual growth rate of 13.85%,and only Ningxia and Qinghai provinces have negative growth;The scores of Inclusive and sustainable industrialization development in the eastern region are far ahead of the central,western and northeastern regions.(3)The overall level of urbanization quality in the country is low and the two levels are clearly differentiated.In 2016,more than half of China's provinces and cities are still in the stage of lower-quality urbanization;the quality of urbanization in the eastern region is significantly better than other regions,and the quality of urbanization in the western region is growing rapidly,Guizhou,Ningxia,Gansu Chongqing and Shanxi ranked among the top five in terms of the growth rate of urbanization quality.(4)Both Inclusive and sustainable industrialization development have a positive and significant effect on Urbanization quality.The estimation results show that there is a significant double threshold effect of i Inclusive and sustainable industrialization development,and the sample observations are divided into three intervals with the double threshold value of 7.373 and 29.860 as the boundary.In the low-inclusive and sustainable industrialization interval(isid<7.373),the promotion of Inclusive and sustainable industrialization development can significantly improve the quality of urbanization;in the period of high inclusive and sustainable industrialization(7.373<isid<29.860),Inclusive and sustainable industrialization development has weakened the ability to drive Urbanization quality;in the higher inclusive and sustainable industrialization zone(29.860<isid),the effect of Inclusive and sustainable industrialization development on quality Urbanization quality continues to weaken.
