Based On The National Pension Culture From The Perspective Of The Rural Social Endowment Policy Research

With the development of economy and the aging population trend, suitable for the establishment of regional development of old-age security system more and more for the government and the masses concerned. In order to solve the problems in the elderly, we must improve the old-age security system. The Xinjiang Uygur Autonomous Region has many national unique, suitable for the establishment of the development of Xinjiang’s pension security system, but also of the people of the Xinjiang area citizen treatment, reflect social fairness, ensure stability and unity of our country border area, build comprehensive and comparatively well-off society is the inevitable requirement and the practical need.The full text is divided into five parts. The first part mainly introduces the background and significance of the topic, on the basis of this puts forward the study methods and main contents, and the academic circles have the related literature and data were reviewed and analyzed. The second part mainly based on the relationship of China’s pension culture and social security. Firstly discusses the nursing culture concept, and on China pension concept of culture on the basis of the social culture connotation and main content, finally discusses the national endowment of cultural and social security relationship. The third part mainly on Xinjiang minority nursing culture undertook explore analyse, discussed Xinjiang Kazakh national pension culture specific content and its effect on Xinjiang rural minority social pension security influence. In the fourth part of the basis of the statistical data, combined with the field survey data on the first hand, Kazak Autonomous Prefecture of Yili rural minority social security current situation and problem undertook detailed analysis. The fifth part mainly on how to solve old-age the security issues with rural area of Yili minority in-depth thinking and then put forward some policy suggestions, hope the relevant government departments to solve the ethnic minority social security and provide a theoretical basis.In summary, this paper argues that respecting nursing culture is the culture of ethnic minority values centralism manifests, is the main cause of social pension security, and have a profound impact on social security. Therefore, based on the theory and practice of minority culture and the treatment of old-age social security relationship, to improve China’s rural minority social pension security has a certain academic value and practical significance.
