The tertiary industry can absorb new labor and surplus labor force in China. Onlypromoting the employment of the tertiary industry of the western region can transformthe economic growth pattern, solve the livelihood problems. Due to the historicalbackground of the12western provinces, the development level of tertiary industry isalso not identical. Based on the above situation, historical data of12western provincesare collected. By panel data models and measuring the employment growth space of thethird industry in the western region with structure deviation and employment elasticity,and then to analyze the influence of investment, denationalization level, technologyprogress, urbanization rate and wage level on the employment in the west of the thirdindustry, the empirical results are:Firstly, on the whole, the western region of the third industry employment effect ishigher, the employment absorption capacity is strong, and the employment growthspace is large. Developing the third industry should be effective measures and ways tosolve the employment problem in western;Secondly, investment, wages, denationalization level, technological progress andurbanization in the western of the third industry employment has obvious influence,especially the nationalization level and urbanization on employment play a significantrole in increasing the labor size, and the suction effect of technological progress isgreater than the extrusion effect, and also has great positive influence; The influence ofeach factors on different industries are different, and the influence of the five factors onmost industries are significantly positive.Only in the wholesale and retail industry, theinfluence is negative. In the transportation, storage, postal service and cultural, sportsentertainment industry, the influence is not obvious.Based on the above analysis, this papers focus on how to promote employment ofthe third industry in the western region.On basis of this, brief policy suggestions are putforward.
