Research On Improvement Of Expense Budget Management In Changsha Railway Electricity Department

With the continuous deepening of reform, The marketization process of railway industry is accelerating and railway companies are facing a major problem that how to improve operational efficiency and enhance competitiveness. The electricity department is the railway company’s cost center, and the effect of expense control influences the management benefit of the railway company directly. As a comparatively mature and effective management control system, budget management has crucial effect on strategic objectives planning, daily activities controlling, risk of operation dispersion and resources allocation optimization.Based on the literature review and theoretical analysis, this thesis analyzes the current situation and existing defects of expense budget management of Changsha Electricity Department, and analyzes the causes. This analysis finds the problems that the basic data of expense budget is incomplete and expense budget method is not comprehensive, the expense budget execution is relatively weak, the subdivision of budget indices is low, the examination process of budget implementation is informal, the analysis for budget discrepancy is not thorough, budget evaluation atmosphere is in scarcity, budget evaluation index is not comprehensive and the evaluation results is not effectively linked to wages. So, the expense budget management is not efficient.In response to the problems that happened in the course of expense budget management, this thesis put forward suggestions for improvement as below:To build a good cultural environment, optimize budget management organizational structure, refine budget standards on fixed of consumption and basic data of budget, select expense budget method flexibly, strengthen the institutional constraints, decompose expense budget targets correctly, regulate expense expenditure, improve analysis and feedback mechanism on budget, construct expense budget evaluation index system. This thesis aims to provide comprehensive and workable improvement measures of expense budget management to Changsha Electricity Department and hope to help Changsha Electricity Department enhance the efficiency of expense budget management.
