Research On The Effect Of Public Goods Supply On The National Innovation Capacity

Along with the further development of knowledge economy and updatetechnology, the innovation has became the key power of economic sustaineddevelopment, and public products supply can be effective promotion of a nationalinnovation ability and then influencing on lasting prosperity and development ofeconomy. So it has a profound of theoretical and realistic significance that studyingthe effect of public product supply on the national innovation ability.First of all,from the theoretical analysis about the promoting effect of publicgoods supply on the national innovation ability in this paper, we can conclusion thatincreasing the proportion of public department capital investment in research anddevelopment department can promote the steady state rate of technical progress.Thetransmission mechanism of public goods supply on national innovation capabilityshows that public product supply effect on national innovation ability by humancapital accumulation effect, knowledge accumulation effect, knowledge innovationeffect, technological progress and the spillover effect, talent induction effect andinnovation incentive effect.Secondly,the empirical analysis about the China’s publicgoods supply influence on national innovation capability shows that public education,public scientific research, health, social security, national defense, public service,public security have an significant effect on the national innovation ability. However,the different level of regional public product supply results in the different effect ofregional innovation ability. Different types of public goods supply has differentdegree of contribution on the national innovation ability, the research shows thatChina’s public education investment has the highest influence on the promotion ofnational innovation capacity, while the investment of affordable housing has thelowest influence on promotion of the national innovation capacity.Thirdly,based onthe perspective of public products supply, compared with China and USA nationalinnovation condition, the study shows that the two countries have a obviousdifference in the national innovation capability; China and the United States have asignificant difference in the public product supply whether its supply scale, supplystructure, or supply mode, supply system and efficiency. China and the United Stateshave a closely relationship between the different level of public goods provides andthe different level of national innovation capability. China and the United States have the different level of public product provides are an inportant reason results to thedifferent level of national innovation capability.Based on the previous analysis, we put forward some suggestions as follows:Expanding the scale of public product provides to provide a material guarantee forinnovation in public products provides; Optimizating the structure of public productprovides to promote the wholly of national innovation ability; Implementating thediverse way of public product supply to source security for innovation in publicproducts provides;improving the system of public product supply to provide a systemguarantee for innovation in public products,improving the efficiency of public productsupply to provide a efficiency guarantee for innovation in public products.
