With the development of knowledge economy, science and technology progress, which has changed the mode of economic growth and industry structure around the world, is now the key to promote economic growth and change the mode of economic growth. On the point of industrial growth, the growth of the coal industry is proportional to science and technology progress. On one hand, due to the enhancement of mining technology and equipment and market reformation of coal industry, production capacity and mining safety of our country are changing dramatically. On the other hand, relying on scientific and technological progress, some coal enterprises are phasing out backward production technologies and production capacities and taking some new measures to construct green coal mines, such as implementing green mining technology, adopting the utilization ‘three waste’ technology and exploring advanced mine reclamation technology. In future, the macro environment is beneficial to the development of coal industry technology.At the same time, the pressure from the energy conservation and the downward of coal market is increasing. Obviously, relying on scale enpansion solely is not the optimal strategy to cope with stress, but relying on innovation-driven, enhancing the scientific level of the coal industry and converting to intensive growth is the only way out for coal industries. So, it is necessary to play science and technology progress’ s role in the development of coal industry and discover the problems existing in the science and technology progress of our coal industry.The theories used include endogenous growth theory, industry growth theory, technological diffusion theory,grey system theory,game theory and so on.Based on analyzing contribution rate of technological progress home and abroad, the paper analyzes the present situation of China’s coal industry technology since the 1990 s. Then it reveals the mechanism of the science and technology progress to promote the development of the coal industry. At last, by the growth equation method with buffer operator, the paper calculates the contribution rate of technological progress to coal industry in China from 1990 to 2012 and in America from 1997 to 2013. Through the comparison, it shows the problems existing in science and technology progress of coal industry in China and gives corresponding countermeasures and suggestions.Through the above analysis, the paper draws the following conclusions:(1) Science and technology progress has clear connotations but widespread extensions. Combined with the definition of science and technology progress and system theory, the paper summarizes science and technological progress development of China’s coal industry since 1990 s from the following four aspects:a) technology and equipment for coal mining; b) system and method for managing; c) R & D investment; d) construction of production,learning and research innovation system. During this period, coal mining technology and equipment was increased dramatically, from blasting mining to general mining and then to mechanized caving mining. At the same time, the quality of workers has improved significantly. Moreover, coal industry began to deepen market-oriented reforms and established the production and research innovation system gradually. However, R & D funding and staff’s proportion declines every year while the total rises.(2) With Nash equilibrium, the paper constructs a game model which can identify coal enterprise technology innovation behavior choices. The model, that is consistent with ‘Boxed Pig Game’, can divide the enterprieses into leader and follower enterprieses due to the behavior of them including innovation and imitation innovation. The leader companies should innovate and the others should imitation innovate.(3) The paper reveals the principle of science and technology progress to promote the development of the coal industry. The effect of science and technology progress to the development of coal industry is a progress which can promote technology, exchange talent and disseminate scientific management techniques through accumulation of human capital,R & D activities and management system. The progress needs scientific management system and method as a safeguard. And it is based on a scientific and technological progress system that is concerned with coal enterprises, governments and agencies for participants. As results, the progress will upgrade not only the level of coal mining technology and equipment but also the safety and efficiency of production factors. Finally, the coal industry will change the growth mode, improve safety, industrial concentration and achieve long-term growth.(4) The paper calculates China’s coal industry capital stock from 1990 to 2012. First of all, the paper calculates the depreciation rate of China’s coal industry from 1990 to 2012 through the input-output tables, in which fixed-asset investment is used as an investment sequence. Depreciation rate and investment rate are all used to determine the base stock of capital.At last, the paper calculates China’s and fifteen major coal-producing provinces’ coal industry capital stock from 1990 to 2012 with perpetual inventory method.(5) The paper calculates the contribution rate of technological progress to the coal industry of China and America. It fits out output elasticity of the coal industry in China and America with the least squares method. Then it fits out output elasticity of the coal industry of major coal-producing provinces with nonparametric local linear estimation method. At last, it establishes the contribution rate of technological progress to the coal industry of China and America with the growth equation method with buffer operator.The average contribution rate of technological progress to the coal industry of China is 20.67% from 1990 to 2012. Affected by the level of technology and the size of the coal industry, the rate shows a trend first high to low. During the period, the rate of major coal-producing provinces is proportional to the average value. But the rate of eastern region is higher than central regions and western regions in where the scale is not expanded much.The average contribution rate of technological progress to the coal industry of America is 95.07% from 1997 to 2013 and the rate doesn’t fluctuate violently at different stages.(6) The paper contrasts the contribution rate of science and technology progress between China and America and get the causes. It is obvious that China’s contribution rate of science and technology progress is lower than America and the situation is more severe in central region and western region of China. One reason is that the contribution rate of science and technology progress of China is influenced by the industrial scale greatly. The other one is the low level of science and technology, which is more serious.(7) The paper summarizes the problems existing in science and technology progress of the coal industry. According to the contrast of science and technology progress between China and America, the paper can get the conclusion that China’s short in R & D investment, management system method, coal mining technology and equipment and innovative platform formation.The three innovative points are as follows:(1) The paper analyzes the mode,effect and feature of science and technology progress which promote the development of coal industry.Through above analysis, it proposes a mode to reveal the principle of science and technology progress to promote the development of the coal industry, in which the human accumulation and R & D activities and the promotion of management system are used as action path.(2) The paper fits out capital and labor output elasticity with the least squares method and nonparametric local linear estimation method, which is based on the capital stock calculation of our country and major coal-producing provinces. Moreover, the paper estimates the contribution rate of technological progress to coal industry from 1990 to 2012 with growth equation method and analyzes the fluctuations of the contribution rate of science and technology progress.(3) The paper calculates the contribution rate of technological progress to America’s coal industry from 1997 to 2013 with growth equation method. Then the paper contrasts it with the contribution rate of science and technology progress of coal industry in China. Through the contrast,the paper summarizes the problems existing in coal indystry in China.It also proves the conclusion that the development of coal industry must be relayed on the science and technology progress.Intensive development mode is the only way for coal industry in China to cope the present situation.
