Study On The Construction Of The Modern Circulation System Of The Agricultural Products In Lai Wu City

As a public necessity for the people, the agricultural products have to go through the circulation process, such as from the fields to the dining table. The circulation of the agricultural products has every close relation with people’ livelihood and social stable development. In this respect, the circulation of the agricultural products is very important and significant. However, along with the rapid economic development and the rising living standard, the current circulation of the agricultural products has severe problems such as the blindness of the production, the large fluctuation of the supply, difficulty to be bought or sold, high cost of circulation, low rate of transportation, high logistics costs, numerous market charges and unreasonable price increase. All these problems are resulted from the lag of the transmission of the market supply and demand information. These problems severely restrict the growth of the farmers’ income, the development of the rural economic development and the improvement of people’s life. To solve these problems, the Ministry of Finance and the Ministry of Commerce carried out the experiments of the modern circulation of agricultural products in Jiangsu and Zhejiang Provinces since2011. In2012Shan Dong province starts the comprehensive establishments of the modern circulation of agricultural products. As a national experimental city, Lai Wu city has started the construction of the modern circulation system with representative characteristics and high quality and efficiency by focusing on the "three spicy and one hot products"(ginger, garlic, spring onion and wide pepper) and black pigs.As an important agricultural region, Lai Wu city has famous and rich native agricultural products. The vigorous development of the modern circulation system of the agricultural products has very obvious positive effects such as the promotion of the agriculture, rural areas and farmers, the adjustment of the industrial structure, the promotion of stable and rapid economic development, the expansion of consumption, the boost of domestic demand, the stability of price and the satisfactions of the growing consumer demand. Based on the related concepts and theories of the modern circulation system of the agricultural products, this article investigates deeply into the construction of the modern circulation system of the agricultural products by way of case analysis and practical analysis. It discusses the current situation and major measures of the modern circulation system of the agricultural products in Lai Wu city, focuses on the problems in the circulation system and analyses the reasons. It also goes further to provide the advice and suggestions to advance the construction of the circulation system of the agricultural products by combing the situation of Lai Wu city from the perspective of public management.The problems arising in the construction of the modern circulation system of the agricultural products are also summarized in this article as follows:non-cooperation of the circulation subjects, non-implementation of the matching funds, unavailability of the beneficial policies, slow progress of the projects, difficulty in the upgrading of the construction of the circulation market, and non-implementation of the circulation information system of the agricultural products. The main reasons for these problems are backward mentality of the government and circulation subjects, imperfection of the policies and regulations, non-coordination of the interests of all parties in the construction projects, ambiguity of the division of responsibilities of the financial department, lack of professionals and imperfection of the construction of the circulation information service. Against this background, in order to establish a modern circulation system of the agricultural products with high efficiency, openness and safety, this article provides the following comprehensive countermeasures:strengthen education and guidance and improve social public attention, perfect policies and regulations and increase government support, strengthen project management and form the long-term supervision mechanism for tracing service, clear the division of responsibility and promote the inter-sector cooperation and use the university platform to explore the training mode. This article wishes to contribute to the further construction of the circulation system of the agricultural products in Lai Wu city.
