The state property management is an important assurance for the economy development of a county.The state-owned enterprise Occupies an important position in the economy development of a county-level city. The governments pay more attention to the supervision of the state-owned assets development.For a long time, scholars at home and abroad research the state property supervision focus on the supervision system for state-owned assets、the supervision mode for state-owned assets abroad, few research on the supervision of county-level state-owned assets.But the supervision of state-owned assets is imbalanced in various areas of our country, especially weakness on the supervision of the county-level state-owned assets.Therefore, It’s much more important to establish an effective supervision mode for the county-level state-owned assetsThe research of this paper is based on the current supervision of county-level state-owned assets which not involved in the state-owned assets management system and has legal blind area. The paper raises some questions, including the absence or offside of the investors,the value mechanism is imperfect,the serious loss of state assets, the Inadequate supervision of state-owned assets, which appear in the actual operation of this system through summary and review on the supervision system for state-owned assets of the city Xintai. The paper puts forward some experiences as appropriating to the local economic and social development establishing the company of state-owned assets management,establishing modern enterprise system.The paper advises to implementing the position responsibility of the state assets supervision institutions, strengthen the supervision of the state assets supervision institutions, perfect the law system of assets supervision.The innovation of this article is based on the theory of enterprise property rights, agency by mandate, public interest, and the mode of domestic typical assets supervision,from which raise an exploration advise to establish state-owned assets operating agencies, between assets supervision institutions and enterprises.
