Research On The Problems And Countermeasures Of State-owned Assets Supervision In Chongzhou City,Sichuan Province

With the continuous advancement of our country's reform and opening policy,the national economy has achieved unprecedented development,the contribution and importance of the state-owned assets of local enterprises cannot be ignored.Therefore,strengthening the supervision system,and supervision measures are particularly important in the process of developing and expanding the state-owned economy.State-owned assets have the dual attributes of politics and economy,and there is also the status quo of hierarchical supervision.Strengthening and improving the supervision mechanism and implementing supervision work at different levels can stimulate the vitality of the state-owned economy and provide strong support for the healthy development of local state-owned enterprises.Meanwhile,it can maintain and increase the value of state-owned assets.In the process of reform and development of the stateowned assets,different levels,different periods,and different regions will also face different problems.Therefore,this article mainly selects the state-owned assets supervision of Chongzhou City,Sichuan as a case to explore the state-owned assets of county-level cities.It also analyzes the causes of these problems and puts forward specific solutions based on actual conditions.In 1988,the State Council established the State-owned Assets Supervision and Administration Bureau,which formally opened the way for the development of stateowned assets supervision in our country.Compared with the first-tier cities,the reform and supervision of state-owned assets got a relatively slow start in Chongzhou City.Even after the reform,the enterprises in the region were still just acting as government investment and financing platforms.In the last few years,The local government recognizes the importance of strengthening the rational allocation and promoting the value of State-owned assets.Through the research,author finds that there are many problems and disadvantage in the supervision of state-owned assets in Chongzhou City,such as the lagging development of state-owned enterprise reforms,the functional positioning of the regulatory,department is not clear enough,the supervision and management mechanism is not perfect,and there are also unreasonable structural layouts,etc.,which need to be analyzed,improved and optimized in time.Ensure to meet the development needs of the new situation,and to find a suitable state-owned asset supervised method.This article elaborates on the current status of state-owned assets supervision and existing problems in Chongzhou City.Meanwhile,it analyzes the reasons and put forward specific suggestions on how to improve the supervision and management capabilities of operational state-owned assets based on the actual situation of the city.In order to improve state-owned assets management capabilities,it shows the way to promote the value of state-owned assets,avoids assets loss,and provides reference as well.Therefore,stateowned assets can play a corresponding role in promoting county economic development.
