As the speedy development of global information technology and informatization, software industry is considered as high-tech industry which associates with national core challenges, overall national strength and national security. As with our economy booms, we have made a big progress in software industry which is emerging technology. However there are not only endless opportunities but also numerous risks. There are lots of domestic IT companies which are suffering from "the black hole of project". For instance projects cannot be completed in time. Over-expenditure of the development costs. Users’demands vary frequently. Work quality cannot be guaranteed. These events will have bad effect on projects even the whole project will fail. At present there is a lack of risk management awareness. It is a soft rob to the development of Chinese software enterprises without effective project risk management. It has become a urgent problem needed to be solved for most domestic small and medium software enterprises that how to identify risks exist in the software project and work out suitable and effective measures.YD_OA project is a OA (office automation) system which is YD company asked BN company which the author works in to develop. At the preliminary stage of YD_OA project, we lacked systematic standard risk identification and reply system. The project stuff did not have the awareness of risk so that we took passive measures to identify and response risks. Therefore it increased the project risk ratio. When substantial risk occurred we could not response it in time or the facility was not available, it would be fatal to the project and result in failure. In order to improve the YD_OA project risk identification and response, raise the level of the stuff’s risk identification and response, enhance the awareness of risk the author has designed a suitable and practical risk identification and response system based on the result of research on risk identification and response after discussed and verified many times with project manager, development leader, YD company’s project manager, YD company’s every department director and based on the current situation. This system consists of risk identification and risk response with clear instructive thought, systemic standard and specific method and route. On the one hand this system divides this system into project starting, planning, project implementation, and project controlling and project inspection in the way of combining theory with practice, macrograph with micrograph. Then this system indentifies and handles them one by one according to WBS. On the other hand the author carries out the macro risk identification of the project by interviewing with experts, organizing special conference and inquiring consumers etc.This risk identification and response system not only analyzes the whole project risk from macroscopic view but also identifies the five stages of the software project refer to the detailed WBS drawings. It means that this risk identification and response system gives the manager overall grasp on the whole project and at the same time this system takes specific details into consideration and enhances the operability to convert YD_OA project’s passive management to scientific systematic risk identification and response system. At the same time this system has provided important reference data for raising domestic small and medium companies’ software project risk identification and response level. Therefore it has real significance and reference value to a certain degree.
