The eggs industry as an important branch of agriculture in China, has the typical characteristics of China’s agriculture.Because of the "lemon" characteristics of the egg products market in China, farmers’opportunistic behavior caused a great risk to the security of the egg products.How to avoid such behaviors,and what form of institutional arrangements, or what form of the system supply to prevent the occurrence of such problems will be the focus of the study, and the author relates this problem to farmer cooperatives.The study outline of this dissertation is as follows:first of all, from the point of view of the theory the author analyses the reasons for the problem of the quality and safety of agricultural products, and thus leads to the necessity of the study of Farmer Cooperatives controling the quality and safety of agricultural products; then,introduces the overview of the quality and safety controls in the egg industry both at home and abroad and Sichuan province and summarizes some representative experiences.Additionally, the author through field research and survey studies the mechanism of the products quality and safety controls in the ShiLing Poultry cooperatives in the Sichuan Province,and proposes some measures to enhance the efficiency of the farmers cooperatives to control the products quality and safety. At last, some relevant conclusions and revelation are summarized. This paper is consisted of six parts, as follows:On the basis of the introduction of the research background, research contents, research methods and so on, the first part mainly from the aspects of rural specialized cooperative economic organizations and professional cooperatives, the problems related to the quality and safety of agricultural products and the relationship between them,does the review of the relevant literatures at home and abroad.The second part introduces and defines some related concepts, and discusses the basis of economic theory about the quality and safety of agricultural products, mainly including the Asymmetric Information Theory, Externality Theory and Industrial Organization Theory.The third part is the overview of the quality and safety control of domestic and international egg industry,mainly introducing the basic characteristics of the eggs industry at home and abroad, the quality and safety problems in domestic egg market and the measures taken by developed countries to control the quality and safety of eggs, and the development and control situation of quality and safety in eggs industry in the Sichuan Province.The fourth part analyzes the internal mechanism of the control of products quality and safety in the eggs industry professional cooperatives based on the typical case analysis. Mainly through field research and surveys on the Shiling Poultry cooperatives in the Sichuan Province,the author studies the cooperatives practices on the basis of the descriptive statistical analysis and the factors influencing the efficiency of the cooperative quality control, and finally gets the following conclusions:the organization of production and the degree of standardization is the key to ensure the quality and safety of eggs; an effective system designed can lower the probability of occurrence of quality unsafe events;scientific profits allocation mechanism is the internal driving force to the production of safety and quality eggs; the support and funds from government are the safeguard for the cooperatives to launch long-term protection of eggs quality and safety.The fifth part mainly introduces the suggestions to enhance the efficiency of products quality and safety control in the farmer cooperatives. First of all, from the aspect of cooperatives internal factors, the propaganda of the knowledge of safety production and the efforts of safety production technology training should be strengthened, and the reward system within the cooperatives should be strictly implemented; Secondly, from the he aspect of the supply chain, the degree of vertical collaboration between cooperatives and supply chain downstream enterprises or profit organizations should be strengthened; Finally, in terms of the cooperatives external influencing factors, the government support efforts and financial subsidies shall be improved.The sixth section introduces the main conclusions and enlightenment in this dissertation. Based on the above studies.through the special institutional arrangements of vertical collaboration between farmer cooperatives and farmers, the quality control mechanisms of the eggs industry as a branch of our typical agricultural industry is researched,which is a breakthrough and guide to solve a wide range of the quality and safety problems of agricultural products, and is the innovation of this paper.
