“Three Rural Issues” is a major problem about the people’s livelihood. How to betterachieve the rapid development of the rural economy, help farmers to quickly get rid of poverty,narrow the gap between urban and rural areas, is our country’s long-term development strategy.Agricultural products are the main anchor of rural economic development. Creatingagricultural products as the carrier of the value chain, remodeling values of farmers, expandingfarmers’revenue streams, revitalizing the rural economy, would achieve efficient, high-qualitycirculation of agricultural products. Agricultural products are as a core value of supply chain,and their quality and safety is extremely important. Farmers’ cooperative organizations arepowerful and effective carrier joining farmers. Therefore, starting from specialized farmers’cooperatives, to explore the quality and safety of agricultural solutions, will undoubtedlybecome an integral part of the system of agricultural products quality safety.This paper, taking specialized farmers’cooperatives as the research object, regulation andincentive of agricultural products quality safety as the research topic, constructs theoreticalmodels to analyze issues of agricultural quality safety management, and then presentsstrategies of agricultural quality safety management. The main content consists of three parts.Firstly, chapter3, considering the production incentives, quality competition andincentive, quality safety factors of agricultural supply chain, characterizes a new reciprocal principal-agent relationship between farmers and cooperative organizations, presentsprincipal-agent model with reciprocal behavior, and analyzes the problems of securityproduction incentives. The results show that the stronger the effect of cooperativeorganizations’ reciprocity, the higher the level of farmers’ optimal quality safety effort. Bybuilding the quality competition model with participation of farmer cooperative organizations,it is found that the optimal quality level of efforts is closely related with the resources offarmers owning and the control technologies of efforts cost. It is also examined that qualityefforts problem model in supply chain consisting of cooperative organizations andsupermarkets. The optimal order quantity, the best sales price and the optimal efforts level ofcooperative organizations under different conditions is given.Secondly, chapter4, starting the agriculture-supermarket supply chain, applies theevolutionary game embedding the level of quality effort, and characterizes the quality safetystrategies of agricultural products which farmer specialized cooperative organizations andsupermarkets will implement, meanwhile, analyzes the evolution strategies of the governmentincentives and consumer-guided. It is pointed out that the different stages of development ofthe agriculture-supermarket supply chain, should give different incentives. By analyzing theevolutionary equilibrium of the incentives under the government and consumers, it is shownthat appropriate government incentives and effective consumer evaluation will encourage thequality of agricultural supply chain to move to a high level.Thirdly, chapter5, from a regulatory perspective, studies the new changes of regulatoryconsidering the cooperative organizations, including the new regulatory system of agriculturalproducts, successful cases of agricultural cooperative organizations involving in qualitymanagement, agricultural products quality management related strategies. The new regulatorymechanism, basing “Three aspects of regulatory”, taking cooperative organizations asregulatory body, combines with regulatory philosophy and methods of science to propose thenew model of upstream agricultural regulation covering the consumer evaluation, agriculturalrisks, capacity of cooperative organizations. Meanwhile, three cases are selected within theparticipation of cooperative organizations from different agricultural industries, aquaculture,fruit industry, and vegetable, highlighting the role of cooperative organizations for agricultural quality safety management. Further, it is made that relevant policy recommendation fromthinking system, technology, personnel and propaganda four aspects.Finally, the whole thesis research is concluded, and our views about more in-depthresearch in the future are put forward, as well as, the limitations of this paper are discussed.
