With the rise of the western industrial revolution, the western countries industrialization and urbanization constantly accelerating, Humans began large-scale develop and use of resources. Due to resource irrefragable, over time these resources cities face the problem of sustainable development. Such as:the stagnant economy, ecological environment destroyed, a large number of unemployed workers, etc. Facing the severe situation, western countries began the road of the economic transformation of resource-based cities. There are successful experience and failure lesson in western countries economic transformation of resource-based cities. So far, the economic transformation of resource-based city is still a "global problem"After1949, with the situation of weak industrial base, our country gives "give priority to the development of heavy industry" strategic thinking. Under the administrative guidance of the country, through continuous exploration and utilization of resources, the country formed a large number of resource-based cities. These resource-based cities provide ample basic means of production for our country’s social and economic development; greatly promote the process of industrialization and urbanization in China. After the reform and opening up, China’s opening to the outside world level continuously improve, basic requirement of the rapid economic development has increased the demand of basic resources. Several old resources cities, along with the resources dried up go into the bottleneck period of urban development. Facing the "resource bottleneck" constraints, the city’s sustainable development ability has received the serious challenge. As a result, government and academia began to the exploration and practice of the economic transformation of areas where natural resources are exhausted.Pingdingshan City is in Henan Province Midwest, it is a typical mineral resource-based city. The formation of the city is due to coal resources development and utilization, at the same time, find the other resources in the process of development, such as:iron ore, salt, cement with limestone, etc. Today, Pingdingshan’s economic development still depends on local resource advantages. Its problem is economic structure unreasonable and the resources industry proportion is too large, at the same time due to many years of extensive development, its ecological environment is not optimistic.In the context of countries to adjust the industrial structure and change the mode of economic development, economic transformation in Pingdingshan City is urgently needed. In such background, take pingdingshan that is a resource-based city economic transformation as example, have a preliminary study of our countries Resource-based cities economic transformation.In this article, through the study of the literature theory, combined with the reality of resource-based cities, based on the theory of industrial development cycle, summarized general characteristics and transformation principle of resource-based city. On the basis of the study, draw lessons from foreign resource-based cities typical experience of successful transformation, and refine the enlightenment that is beneficial for economic transformation of resources city in China. Then, take pingdingshan as an example for case study. Through the comprehensive analysis about the present situation of pingdingshan and outstanding problems in the process of economic development and the economic transformation of the favorable conditions, then put forward some Suggestions of the economic transformation of pingdingshan city. Finally, through the theory and case study, put forward this article’s research conclusion and suggestions.Based on the above ideas, the content is divided into six parts, the various parts of the contents introduced as follows:The first part is the introduction. It includes issues raised and research significance, the definition of the core concepts, research methods and thesis framework. The second part is the theoretical basis and a literature review. The third part is a general theoretical analysis of the resource-based urban development characteristics and economic transformation. The fourth part is the international learn of the economic transformation of the resource-based cities. The fifth part is a case study of the economic transformation of Pingdingshan City. The sixth part is the research conclusions and suggestions. The innovation of this paper has three main aspects:First, about research methods, focusing on the application of economic theory to analyze the problem. Second, about the research content, there are both have the general theory analysis and actual case analysis. Third, this paper presents that resource-based cities in a mature and stable period must also consider economic transformation.The inadequacies of this article, from the overall perspective, lack the in-depth analysis of the formation and development of resource-based cities mechanism and comparative analysis of the different periods of resource-based cities economic transformation mode.In the case study of Pingdingshan City, due to the difficulty of the data obtained, analysis on the characteristics of Pingdingshan City Economic Development is not sufficient; about suggestions, just propose ideas from the point of view of macro-development, not proposed the development of recommendations for specific industries.
