Exploring The Economic Transformation Of Resource-based Cities Under The Background Of New Era

Under the background of the new era,China's economy has shifted from high-speed development to high-quality development.The new normal of China's economy must go through the new development concept and adhere to the supply-side structural reform.Most resource-based cities in China are faced with problems such as slow economic development,irrational industrial structure,overcapacity,and ecological environmental pollution.It is urgent to improve supply quality,optimize economic structure,and carry out economic transformation.Taking the resource-based city of Luannan County as an example,this paper conducts on-the-spot investigation of the economic transformation enterprises in Luannan County,and analyzes the transformation of Luannan County from the perspective of supply-side structural reform and green development concept to upgrade traditional superior industries and develop new industries.Two economic transformation methods analyze the current situation of econonic transformation and the problems in the transition,and provide policy recommendations for the economic transformation of Luannan County.This paper analyzes the ways and elements of transforming and upgrading traditional superior industries in Luannan County,and points out the problems existing in the transformation and upgrading of traditional advantageous industries.Taking the three major industries of modern agriculture,modem tourism and food deep processing industry as an example,this paper analyzes Luannan County.The way to develop new industries,the support system and the problems in development.This paper makes full use of the beneficial experience of the foreign German Ruhr industrial zone,the French Lorraine industrial zone and the domestic resource-based city transformation of Fuxin City,Liaoning Province,and Datong City,Shanxi Province.The SWOT analysis method is used to comprehensively analyze the advantages and disadvantages of the economic transformation of Luannan County.opportunity and challenge.Based on this,this paper provides policy advice for the economic transformation of Yinan County from the perspective of multiple governance,government functions and policy tools.
