Resource-exhausted cities developed by local resources, and most of them are in the specialperiod of the resource-based industry’s gradually declining and no alternative industry forms, ofwhich the leading industry is always the mining industry, chemical industry and other primaryindustries; Always, there are many problems in these cities, such as single industrial structure,resource dependency, technological backwardness, employment and social security pressure, etc.,the situation of industrial transformation and upgrading is much more complex, the task ismuch more difficult. The only way of resource-exhausted cities’ industrial transformation andupgrading is based on regional advantages and natural resources, local conditions, and thenmakes a reasonable choice of alternative industries and optimize the industrial structure system.The study of Industrial Transformation and upgrading of the resource-exhausted cities, athome and abroad, are almost focused on the study of the "transition". It is still belong to theinitial stage of the study, to explore the transformation of the leading industry which is basedon resource extraction and processing, and the research priorities is to find alternative industries.Through our study of relevant experience research at home and abroad, we found that thedevelopment mode, of Kyushu in Japan and the Ruhr area of Germany, is to foster high-techindustry as a pillar industry instead of the resource-based industry; In Lorraine region of France,and Houston of the United States, their industry transformation is on the basis of the originalresource-based industries, to extend the resource-based industry’s chain, and developing theindustry-related research and development. Although the transformation mode is different, thesuccessful transformation of resource-based cities have a common characteristic: all of themtransform to integrated cities, no longer dependent on resource-based industries or at least thedegree of dependence reduced.Based on the locational advantage, resource endowments and strategic positioning ofLuzhou, We find that the situation of Luzhou is slightly different, the resource-based industry,equals to natural gas chemical industry, is declining every year, and the liquor industrial outputhas far exceeded the output value of the natural gas chemical industry, turn into the main body ofthe industrial structure in Luzhou. So, Luzhou’s industrial restructuring has exceeded the initialstage of the transformation of the general resource-exhausted cities, and therefore should bemore in focus on "upgrading". In fact, Luzhou’s industrial transformation and upgrading shouldbe based on the location advantage of Chengdu-Chongqing Economic Zone "dual-core and fiveeconomic zone ", Sichuan-Yunnan-Guizhou junction, southern Sichuan city cluster and “Liquor Golden Triangle”, to improve the liquor industry, developping fine chemical industry, fosteringthe strategic emerging industries, adjusting and optimizing the industrial structure and then toachieve sustainable development.Through the my study of the theoretical research and successful cases, we found that thereare five points should be attention: First, abandon the resource-based industries, or to extend theresource-based industrial chain, cultivate emerging alternative industries or to extend theresource industry chain; Second, developing strategic emerging industries as the cities’ leadingindustries, represent the direction of the emerging technologies; Third, using high technology totransform traditional industries, higher the value-added of the products, to promote industrialstructure adjustment and industrial upgrading; Fourth, promote industrial structure optimizationand upgrading, to reduce the region’s economic dependence on resource-based industries; Fifth,government should takes an important role to give policy support and financial security, improvethe urban environment and maintain social stability.
