Industrial Structure Adjustment And Optimization Of Remote County

County economy is a regional economy that sees the county as the center, the town as the link and the vast rural as its backyard; it plays an important part to connect urban and rural areas. The development of county economy involved various aspects of problems and the key to promote the economic development of remote county is to adjust and optimize the industrial structure. Due to the limitation of communication, economical resource and lack of information, the industrial structure of remote county area usually is still in the low-level and lack leading industry. In recent years, the central government and local government attaches great importance to the issuance of county economic development policy, issued a series of supportive policies, devote constant efforts to develop the county area economy. The12th Five-Year Plan Proposed "Better using county area’s resources and comparative advantages, scientifically plan the direction of industrial development, support labor-intensive industries, agro-industries gather around the capital of county and town, to promote the formation of a reasonable division of urban and rural industrial development "; the18th national conference propose that "promote national system reformation, these area that fit certain condition can explore the administrative system that province directly manage county (city)".these statements all declare that our country now support the development of county economy with all its efforts, thus provide a good opportunity for the development of county economy. So how to rapidly develop Remote County’s economy through adjusting and optimizing the industrial structure is critical for practice, also the focus in the theoretical study.In such background, the paper start from the general theory of the county economy and county industrial structure, firstly analyze the current economic situation of China’s county, then use the economic development of the remote county of Jinsha County in Guizhou Province as an example, giving a comprehensive analysis of its industrial structure, summed up the experience and ways of its industrial structure adjustment and optimization, provides a theoretical basis and practical experience for the further study of the development of China’s remote county economy.This paper consists of six parts. The first part is introduction. This part of this article is divided into three areas, including the study the background of the article, research method as well as the purpose and significance of the study.The second part is mainly about the basic theory and literature review. Firstly, define the concept of the county, remote county, industrial structure and remote county industrial structure. Secondly, summarize the theory of comparative advantage, industrial structure, transforming of traditional agriculture, industrialization, which constitutes the basis of this thesis.The third part is about the condition of county economic development in China mainly from the aspects of the county population structure, level of economic development, average economic size, regional distribution, and the economic development of the top level counties,. Through the analysis we can know the problems faced by the county during the economic development its potential.The fourth part is the industry structure of Jinsha County, Guizhou Province, a typical remote county. For a better understanding of the industry structure in Jinsha County, this chapter mainly introduced the geographical situation, economic development and natural resource endowments of Jinsha County, also through the aspects of industrial structure evolution and similarity comparison the industrial structure against its neighbor counties to get a better understanding of condition of its industry structure, providing a reasonable basis for the optimization of industrial structure in Jinsha County.The fifth part concern industrial structure adjustment and optimization of Jinsha County. This section first summarizes the existing problems of industrial structure in Jinsha County; followed by the analysis of the main factors which influence industrial structure optimization of Jinsha County; then use the gray dynamic programming model, empirically analyze the optimization of the industrial structure of jinsha; at last propose optimization solutions for jinsha County industrial structure adjustment.The sixth part, conclusions and suggestions. In this paper, through the combination of theory and practice, qualitative and quantitative analysis, analyze the industry structure of Jinsha County, finding out that Jinsha County at this stage exist many problems, and then use Grey system theory to establish the model of the industrial structure optimization. Based on the results above this paper give suggestions for the optimization and upgrading of industrial structure of Jinsha County. This article is expected to achieve innovation in the following areas.Firstly, through Industrial structure similarity coefficient finding out that the convergence of industrial structure, resulting the waste of the resource advantages in the remote county, hinders its industrial structure adjustment and optimization.Secondly, through Shift-share analysis founding out that the main force of the remote county economic development in the current phase is the growth of the secondary industry; internal structure of the secondary industry advantage and competitive advantage is a major factor in promoting the growth of secondary industry.Third, by establishing gray linear programming model, using Jinsha County as an example, explore the solution for the Resourceful County industrial structure optimization in mountain area. The direction of Remote county industrial structure adjustment and optimization is to reduce the proportion of primary industry, secondary industry remained relatively stable or moderate growth, the proportion of tertiary industry will be gradually increased.The deficiency of this article:Firstly, the study of remote county economy only focuses on Jinsha County, Guizhou Province, lacking the research on a large sample remote county. Secondly, due to data collection limitations, gray dynamic linear programming model calculations of the remote county industrial structure optimization mainly based on indicators of industrial structure, labor, capital investment, electricity,lacking the indicators of scientific and technological progress, natural resources, energy and others, which will cause estimation results deviation from reality. Third, the suggestions which based on the research results are directional; the refinement suggestions need further in-depth research.
