In the context of maturing market economy and economic globalization, China hasproposed to establish innovation-oriented country and conservation-oriented society. Alongwith the resource-exhausted cities of resource depletion, environmental degradation andindustrial structure is not suitable for sustained economic development, just like Xuzhou city.The economic development of resource-based cities is rather special, dependent onresource-based industries, unlike other cities. Xuzhou as resource-exhausted cities urgent needsto optimize its industrial structure.In this paper, by using the quantitative methods to build the industrial restructuring andupgrading of the double-layer hierarchical optimization framework to analyses the industrialstructure of the system of multi-angle. Comparing the labor structure of the three industries,three industrial structure from the vertical and horizontal vision, we found that Xuzhouresource-exhausted cities, the existing industrial structure not suited to the new direction ofeconomic development, the city’s ability to innovate weakened, the height of the industrialdevelopment single, emphasis on heavy industry, contempt development of light industry,emphasis on the development of secondary industry, despise the first and third industry. Thecharacteristics of the primary products ignored the industrial structure of the senior processed.First weak industrial base, a single secondary industry and tertiary industry development isseriously lagging behind the problem. In Xuzhou city, the secondary industry is still the mostenergy-intensive sectors in the national economy, but the view from nearly10years ofdevelopment and changes in the secondary industry in most industries, especially those pivotalrole in the national economy from the traditional high energy consumption industries begun toattach importance to improve the production process, reduce energy consumption per unit. Thepremise and guarantee economic efficiency continued to improve, optimize the industrialstructure to reduce the energy intensity of far-reaching significance, especially for the highenergy consumption of secondary industry has a more important role. Accordingly to the test, inthis paper, we combine of three optimization of industrial structure and industrial structureoptimization to build a resource-exhausted city industrial restructuring and upgrading of thedouble-layer hierarchical optimization framework.In this paper, gray forecasting and multi-objective optimization-based approach, theestablishment of resource-exhausted cities in Xuzhou industrial restructuring and upgrading ofthe two-tier hierarchical optimization model. By using the gray predicted linear programmingmodel to study Xuzhou three industrial structures, predicting the trends of in the next five years.Three industrial structure optimization of Xuzhou city, the three industrial structureoptimization based on the results of the introduction of the industrial structure optimization is toeffectively combine the two. This article stresses the economic benefits, labor and employment,energy consumption, environmental protection and other factors included in the linear planningtry specific optimization of the industrial structure of Xuzhou City. According to the above pair of three industries, and industrial structure optimization results, in the end of the article putsforward the corresponding countermeasures and support system. The paper will give somesuggestion to the Xuzhou government for both in theory and application.
