Research On The Economic Differences Of Guilin County From The Perspective Of Industrial Structure

To develop and strengthen county economy is a strategic measure to balance urban and rural development in the new era and fundamentally solve the problems of agriculture,rural areas and farmers.It is also the important content of promoting the construction of small towns,building a moderately prosperous society in all respects and the new socialist countryside.The research on the difference of county economic development is conducive to a correct understanding of problems,advantages and disadvantages in the process of the county economic development in Guilin,and is helpful to accelerate the industrial agglomeration and to adjustment and optimization industrial structure.It is a great significance for enhancing the overall comprehensive strength of Guilin’s county economy,improving the regional economic aggregate and the quality of economic development,coordinating urban and rural economic and social development and regional coordinated development.Based on the analysis of the overall development status of the county economy,the article analyses the evolution trend of economic disparity in 12 counties in Guilin from 1999 to 2017 with the measurement index of the absolute differences and the relative differences from the perspective of industrial structure.In addition,this article analyses the county economic differences and their changes and influencing factors with the method of decomposition of Gini coefficient industry.Then on the basis of further clarifying the changes of three industrial structure in each county of Guilin,it analyses the relationship between the three industries and the difference in economic development in each county with the method of shift-share analysis.The research indicates:(1)from 1999 to 2017,the absolute differences and the relative differences of the county economy in Guilin both have an expanding development trend.(2)the second industry is the main influencing factor for the continuous expansion of county economic difference in Guilin.The role of the third industry in widening the economic differences in counties has been gradually strengthened.The influence of the first industry on the economic difference of county region is decreasing.(3)the structural effect and the concentration effect are the main reasons for the change of county economic difference in Guilin,and the structural effect plays a leading role in the expansion of county economic difference.The industrial structure effect enlarges the economic difference of the first industry and the second industry and the third industry.The industrial structure effect enlarges the economic difference of the first industry and the second industry and the third industry,while the concentration effect enlarges the economic difference of the first industry and reduces the economic difference of the second industry and the third industry.(4)the growth share deviation is the main influencing factor to promote the growth of county economy,and the industrial structure deviation is the main factor to restrain the growth of county economy;the industrial competitiveness deviation in promoting economic growth is less obvious.(5)the second industry makes the largest contribution to the total economic growth,the third industry gradually increases its influence on the total economic growth and shows a trend beyond the second industry,and the increment of the first industry has little effect on the growth of economic aggregate.Based on the conclusions of the research in this article,this article puts forward policy recommendations from five perspectives on the differences in Guilin’s county economic development from the perspective of industrial structure: facing the county’s economic differences and actively changing the development concept;balancing industrial development and increasing the output value of the growth sector;optimizing the industrial structure upgrade,Improve industrial agglomeration capabilities and competitive advantages;accelerating the process of urbanization in counties and achieving coordinated development of urban and rural integration;strengthening cooperation within and around the region and increasing the degree of openness to the outside world.
