This paper is based on the current situation of agricultural byproducts ofcomprehensive markets in Wen Quan county. Moreover, by comparative and analytic methodof economic theory, it is concluded that there is a huge development space for ruralconsumption market in Wen Quan county, because the the present scale, quantity, and qualityof rural products market can not satisfy the rising needs of consumers.Consequently, it isnecessary that those following aspects should be achieved: rural industry structures should beadjusted; industry allocation should be optimized; industry resources should be integrated.This paper analyzes economic evaluation of social public projects. And its relevantevaluation system and methods are also mentioned in this paper. Additionally, based oncharacters of agricultural byproducts market, economic evaluation system of this project isalso constructed. The project’s financial evaluation is achieved from the following points:profitability; net present value; internal rate return. Moreover, by relevant theories, the risk ofthis project is analyzed so as to avoid control-loss. As a result, according to the characters ofthis project, relevant evaluation system and investment decisions can be created. It is hopedthat this project can benefit us from the following aspects: environmental protection;employment;land appreciation.This paper puts the relevant theories of social public projects into practice for thisproject. In addition, the feasibility and realization of this project are also proved in this paper.It is hoped that this thesis can have referential significance to the evaluation and research ofthe same projects.
