Research On The Development Of The Private Economy In Promoting Western Development Strategy In The Country

The report on the Eighteenth National People’s Congress of the Communist Party ofChina points out that we should continue to carry out the overall strategy of regionaldevelopment, give full play to the comparative advantages of different regions, and give highpriority to promoting the large-scale development of the western region. To increase thetraditional revolutionary areas, national minority areas, border areas and poverty-strickenareas, the method of association and other forms should be taken. Before that, the strategy offurther implementation in western China has been emphasis to very high priority in the wholenational strategy, and some special policy to support western private economic developmentwill be carried out. The economic development of the western region becomes very importantin the background of the national strategy propulsion, it’s necessary to discuss the privateeconomy developing process in western China. Therefore, we should see through the wholebackground of private economy, scan the basic situation of the private economy developing,demonstrates the regional realistic value of private economy developing, in the greatdevelopment of western country strategy. So, we select the pay level of the western regionprivate economy in recent years as basic the data and use LC model to analyze the situation ofthe development of the private economy in the national strategy and make the transverse andlongitudinal comparative analysis of the private economy developing process in the westernprovinces. Then we use GM (1,1) model to predict the private economy’s pay level and theaverage pay level of the western region and the provinces, to explore the development of theprivate economy in the western region in the next few years. And according the view point ofthe private economy developing interaction between the east and west, we explore the trend ofthe western private economy developing. After that, we deduct the problems which breed inthe process of the western region private economy, such as, lack of finance, faultiness ofsystem, low quality of human resource, small-scale of private economy and so on. Finally,pertinently creative national strategy of western development in the operation of privateeconomic development countermeasure: Using initial experience of policy of reform andopening-up for reference, to advocate reform and open up driving rich after rich; developingcomparative advantage of Industrial cluster, to promote things interaction model;strengthening regional special policy support, to build a harmonious social atmosphere;Improving Science and technology innovation ability, to plan social construction ofindependent innovation; Developing urban and rural education, to improve science andtechnology culture level; Increasing the new rural construction dynamics, to foster peasantsentrepreneurs; Actively developing the western financial industry, to expand enterprise financing channel; Paying attention to play western superiority, to develop private tradeenterprises. Only in this way, can we make efforts on private economy great-leap-forwarddevelopment get to make the strategy of western development effectiveness.
