Performance management, as the core of management science, is the most essentialpart of human resources management. But currently in China, most enterprises,especially the state-owned large or medium size companies, still lack of the awarenessof the importance of performance management, and also fail to establish a thoroughlyand systematically scientific system.In this case study of the CD Management Center, a logistic and service subsidiarycompany of CNPC, this paper analyzed and evaluated the performance managementsystem, and summarized its advantages and disadvantages. The logistic service of astate-owned company, same as government public services, provides service products.Performance management focuses on cost-effect ratio, emphasizing the service outcome.In this case, the performance management system still remains at the developing stage,just like other domestic state-owned enterprises, although it has thoroughly establishedhuman resources strategies and well defined the core values of human resources and aset of key performance indexes around its goals. But it is still confined by theshortcomings of the planning economy. In view of this, the author combined thetheories of modern performance management to study on how to improve themanagement performance of this CD Management Center according to the emergingproblems. The author also provided positive proposals, for example, to have a rationalconsciousness of performance management, to adopt scientific performanceexamination approaches, to establish a practical and feasible performance managementsystem.In this case, the parents company, the independent third party, and the center itself,are all main bodies of performance examination. Besides the efficiencies of services, theperformance examination includes the service takers’ satisfaction, the degree of serviceput in, and so forth, and requires embody the concepts of service, fairness, and response.As a whole, this essay studies how to improve the performance managements of astate-owned company, in combination with the features of public logistic service.The main contents of this essay include theories of performance management, acquirement of fundamental data, analysis of present status, decision-making theories&methods, maintaining measures&aftermath checking, and conclusions&proposals.The main research methodologies include statistical analysis and SWOTpolicy-decision methods. Through the statistical analysis, the characters and trends werefound out based upon the original data, thus to conclude the key problems in theperformance management system. Through the SWOT method, the proper performancemanagement system was finally determined according to the organization structure,policies®ulations, and the enterprice culture.This case originates from the logistic subordinate company of a giant state-ownedcompany. The presented analysis methods and innovative practices provide referencefor decision maker to deepen the reform of state-owned companies in China.
