Analyses On The Issues And Countermeasures Of Port State Control On Foreign Ships

Port State Control (PSC) is the inspection of foreign ships in national ports to verify that the condition of the ship and its equipment comply with the requirements of international and national regulations and that the ship is manned and operated in compliance with these rules. To approve the safety of life savings and ships on sea, and prevent popllution from ships. PSC has been accepted by the whole shipping industry widely, it is deemed to be the most effective measure to eliminate the substandard ships, approve the safety and prevention of polltion of ships, and advance implement of international convention from flag states. This thesis tries to analyze the issues of PSC and raise some related countermeasures from the comparison and historical perspective.PSC started from1982when the first region organization of Pairs Memory of Understanding(P-MOU) was born. PSC has been the most important supervision system to advance the implenment of conventions, safety management of ship companies, and protect lifes on sea and sea environment after its30years development. China Maritime Safety Administration(MSA) is charge of the work of PSC in China from1990. Notwithstanding, MSA promoted the development of PSC in recent years, it’s not deem to fulfill the new situation and demand of the safety and prevention of pollution. Such as, whether sihp companies would decrease ship safety management caused by economic downturn, whether substandard ships would invade into our country’s water when they are banned by USCG or P-MOU. And some ports are planning or building shipping center or cruise homeport, which would enlarge quantity of ship fleet to carry increasing cargos, that more ships import may bring more threat to safety and prevetion of pollution of these ports. Hence, innovation of PSC scheme and promotion of PSC work effect would enhance the safety of Chinese ship industy, port and sea environment. Further more, would enhance the power and voice of China in the field of shipping industry.Guided by the literature, historical and comparative research methods, this thesis chooses PSC work innoviation as the object of research so as to making an comprehensive and objective research on relevant knowledge. Adopting literature method is for the purpose of summarizing literature on PSC research, using predecessor main research achievement and emphasis. The paper looks back on the development process of world wide PSC with its development cause as well as the development rule clarified through the use of historical research method. The dissertation adopts comparative research method to analyze the current situation and features, aiming at giving reference for perfecting Chinese port state control system.
