The port state control(also called PSC inspection) originates from " AMOCO CADIZ " accident. On March 16th 1978, a 250000-ton oil carrier of Liberia nationality hit a submerged reef in the English Channel resulting from the failure of its rudder machine, causing 230,000 tons of crude oil to overflow and polluting the large stretch of coast and cultivating area of France, which made France suffer enormous losses. This accident has caused the great vibrations of Europe, generally thought that the competent authorities of some flag states failed to take responsibility in guaranteeing that the ships that they have jurisdiction over accorded with the international convention, and required the government to strengthen the control over foreign ships, in order to prevent the entry of low standard ships from causing danger to maritime security and environment. The port state control of China began in the earlier 1990s.From 1990 to 1994, directly subordinates to MSA were authorized by Chinese Ministry of Communications to launch port state control in 12 large ports. Shanghai was the first batch of ports that obtained the arthorization to launch PSC, since the 1990s especially during the State's Ninth Five-Year Plan period, Ministry of Communications has invested a large amount of manpower, material resources, and fund for the construction and perfection of PSC system. As to Shanghai, it beard the duty of the PSC to set up the special shipping supervisory station, and developed the special" dynamic information management system of shipping " and networked with the database of the PSC of Asian-Pacific area, and has trained large quantities of PSCOs, and first standardly equipped PSCOs in the whole country, and has formed PSC system in water areas of Shanghai tentatively. PSC of Shanghai is classified as the first all the time over the years in the whole country every overall target of port. However, the disparity between all of these achievements we have obtained and the requests for development of our national economy in 21st century and for building with the pivot harbor of the international flavor sign of shipping center of Shanghai at the beginning of 21st century is large, for example: the problem arises from the efficiency and benefit of PSC, from the reorganization and adjustment of the arrangement of existing PSCOs and facilities, from the personnel training and human resources of PSC, from the examination of systematic of quality, etc. These questions should all be considered in advance while making " eleven five " plan of Shanghai MSA. With safeguard of PSC and talent develop as two breakthrough points, combining with the reform and perfection of mode of enforcement of Shanghai MSA at present, through the use of method of mathematics analysis, this test gives the analysis and appraise of the security of PSC and talent develop of Shanghai MSA, with the objective to change the long-shaped situation that the statement is based on the subjective idea of people mainly when appraising maritime management and making development plan. Here mathematics model, two-two compare and weight calculation are introduced into theanalysis of PSC, with making an exploration to solve some problems with quantitative analysis, in order to offer certain basis to implement the PSC in the future for Shanghai MSA.
