The state-owned enterprise especially small and medium-sized state-ownedenterprise is promote national economic development, relieve employment pressure,optimize economic structure, promote social stability and the power of the widely based,so small and medium-sized state-owned enterprise reform guidance has become anurgent task. In the small and medium-sized state-owned enterprise reform process, theestablishment of the employee stock ownership plans plays an important role.Thispaper will be to small and medium-sized state-owned enterprise restructuring process ofthe employee stock ownership system and the existing problems of further research, andmake further proposes suggestions to solve these problems.The first part of this article mainly introduces the background of the problem andthe theoretical basis, and first analysis of the state-owned enterprise ownership structureof the present situation and the existing problems, through the Chengdu Institute ofElectronics case reflects small and medium-sized state-owned enterprise restructuring ofthe problems existing in the ether.
