Small and medium-sized enterprises are the fundamental force in boosting national economy, forming major body of economy and promoting social stability. It is playing an increasingly important role in guaranteeing moderate growth of national economy, easing pressure on employment and optimizing economic structure. Since the reform and opening up, we have been continuously exploring effective reform pattern in state-owned small and medium-sized enterprises. Over 80% of the state-owned small-sized enterprises, which have been revitalized with diversified methods, have become more vigorous in its development. In restructuring, a number of disadvantageous enterprises have disappeared from the market through merger and bankruptcy etc. Structure has been optimized, source of money losing has been eliminated and mechanism of survival of the fittest for state-owned enterprises has been preliminarily established. Certain achievement has been made in the reform of state-owned small and medium-sized enterprises, so the overall enterprise vitality is further strengthened. However, there still exist some problems in the reform of some areas and enterprises, namely incomplete reform scheme, lax approval, non-standard auditing and appraisal, opaque transfer of property right and lack of emphasis on safeguarding the rights and interests of employees as well as failure in finding the effective way of reform. To effectively boost reform, seek a pattern of survival and development for state-owned small and medium-seized enterprises, to guide the unreformed state-owned small and medium-seized enterprises and to energetically support diversified small and medium- sized enterprises are still a problem that needs to be solved and an issue that needs to be studied for small and medium-sized enterprises. In particular, it is a common concern and an issue that needs to be studied as to how to enhance the competitiveness and scale of reformed enterprises. Taking the successful case of a state-owned small and medium-sized enterprise in a county in Midwest of China as the subject, this paper studies macroscopically the current reform and development in state-owned small and medium-sized enterprises in China. It mainly covers raising questions, formulating problem-solving measures and raising the subsequent problems. Based on the successful case, overall comment is made in the orientation and reform pattern in state-owned small and medium-sized enterprises, control in reforming process and the way to enhance the competitiveness and scale of reformed small and medium-sized enterprisesTrue data are obtained through sufficient investigation and analysis is conducted on basic data .Based on the existing problems in current state-owned small and medium-sized enterprises and the impact of state-owned small and medium-sized enterprises on national economy, this paper elaborates the necessity and imperativeness in exploring the reform and development for state-owned small and medium-sized enterprises. Discussion and study are conducted on the pattern of reform and development for state-owned small and medium-sized enterprises in the aspects of current situation of state-owned small and medium-sized enterprises, reasons for lacking vitality, problems that needs attention, measures to enhance the competitiveness and scale of reformed enterprises, loss of state-owned assets as well as industry upgrading. It points out that unclear property right and inflexible mechanism is major reasons restricting development of small and medium-sized enterprises. The core element for small and medium-sized enterprises to shake off plight is to clarify the property right, transfer the operation mechanism and to establish modern enterprise system. Relatively new idea and approach is proposed as to how to select the purchasing enterprise and how to control risks in reform etc. Meanwhile, such new ideas as transforming growth method, innovating management pattern and expanding into the new field are put forward to develop and strengthen the reformed small and medium-sized enterprises. Relatively new theory is put forward in the aspects of strategy determination, culture construction, breakthrough in financing bottleneck, talents cultivation, employment, distribution system construction as well as perfection of management system. Practice has proven that this new theory has provided a set of pragmatic tool for the development of reformed small and medium-sized enterprises.In accordance with national macroeconomic development, reform in state-owned small and medium-sized enterprises, decision-making methods, organizational behavior and relevant capital operation, this paper attempts to find a set of scientific and effective pattern of reform and development to facilitate the current development of state-owned small and medium-sized enterprises. A brand-new operation pattern is put forward in bankruptcy and reorganization, which combines reform in state-owned enterprises and capital operation strategy with a view to making enterprises, government and capital operator (purchaser) to cooperate and achieve thorough reform and powerful development.
