With the development of socialist market economy, the last century seventy or eighty’s,because of the state-owned enterprise development has become increasingly prominent, hasbecome a great obstacle to the development of state-owned enterprises, the defects of thesystem and the system of the ingrained. In order to improve the development of state-ownedenterprises and external environment, make it as soon as possible into the melting pot of themarket economic system, to ensure its more autonomy in the market, in order to improve thebottleneck of the development of state-owned enterprises, we must carry on the reform ofstate-owned enterprises. Thirty years pass by, especially since entering the new century withthe drive, advanced technology and management theory, most of the enterprises throughrestructuring has made considerable progress, greater use of state-owned assets and resourcesadvantages, the introduction of advanced production and management philosophy, to changefrom the enterprise idea and the management way get rid of the old system, bound to theenterprise, closer to the requirements of the market economy, face to face market competition,formed its own unique development way and enterprise management culture. Although thereform of state-owned enterprises has made great progress. But we still need to recognize that,at this stage after the reform of state-owned small and medium-sized enterprises still existwithin the perplexing problems and contradictions, especially the part of small andmedium-sized energy enterprises and labor-intensive enterprises, still follow the trend of rashor management innovation such problems in the management idea and the managementpractice, in the understanding of human resource management last, establish and improve thesystem and operating mechanism, human resources management in the future positioning arelack of effective solution, resulting in human resources management in many small andmedium-sized enterprises play the performance did not imagine so great. This paper mainlyfrom the theoretical analysis and qualitative, focuses on the practical problems existed inhuman resources management after the reform of state-owned small and medium sizedenterprises and its influencing factors, and with the foreign in the aspects of the advancedmanagement ideas and practice mode, based on the ideas and measures were related toexploration and thinking.
