Regulation Of Yacht Security Under The New Public Service Theory

Many maritime security problems appear constantly with the development of yacht economy for excessive government control. Maritime Safety Administration of the People’s Republic of china (MSA) must transform the function to service, and designs a new model of the security control of yachts.Our country set a reform target of the construction of service-oriented government drawing on the experience of government reform of other countries. MSA puts forward a slogan "MSA with four styles", and will construct service-oriented MSA. The public services of yacht security are needed overly because of yacht’s characteristics. For these three reasons, the research of yacht security control on basis of the new public service theory is necessary and timely.According to the new public service theory and "MSA with four styles" theory, the paper analyzes deeply the origin of the problems of yacht security problems, and put forward opinions to five-mechanism construction:Transformation of functions of MAS, Maritime cultural construction, Public policy decision, Information construction, The ability of political participation construction.On basis of the above viewpoint, the paper designs a new maritime security control model for yachts, and thinks it feasible by the deep analysis.
