| Building beautiful village is a new project for promoting construction of the ecologicalcivilization and the socialist new countryside. The Party Plenum proposed a major historic task ofbuilding socialist new countryside and put forward the specific requirements of "productiondevelopment, affluent life, rural civilization, clean and tidy villages and democratic management".The report of the18th National Congress of the Communist Party of China proposed "to buildbeautiful China and to achieve sustainable development of the Chinese nation", first put forwardthe concept of "Beautiful China", emphasized the need to establish the concept of ecologicalcivilization of respect for nature, harmony with nature and protecting nature, and clearly putforward the "five in one" overall layout of socialist construction, including construction ofecological civilization. This is a thoroughly implement strategic choice of the scientific concept ofdevelopment and an important innovation of the development concept and the developmentpractice.The Central Document in2013first proposed the goal to build "beautiful countryside", whichneed for further strengthening the rural ecological construction, environmental protection andcomprehensive rectification, speeding up infrastructure construction in rural areas, improving andprotecting the environment, creating a good ecological environment, greatly increasingagricultural efficiency and income in the rural areas, and overall well coordinating urban and ruraldevelopment and effectively improving people’s sense of happiness and satisfaction. Only therealization of harmonious and sustainable development in respects of economy, politics, culture,society and ecology can we truly achieve the goal of building a beautiful Chinese. Therefore, thebeautiful village construction is an important part of realizing the goal of the beautiful China.Yongchun County is located in southeastern Fujian Province and rich in natural resources, wherethe forest coverage rate and the degree of greening reached69.2%and94.5%respectively. It is anoutstanding county in urban environmental improvement in China, and a model county in greening,a top ten county in forestry and environmental protection and a demonstration zone in ecology inFujian Province. The county developed rapidly in agricultural industry, especially in recent yearsby constantly adjusting and optimizing the industrial structure of agriculture, and some productionbases have already formed, including Yongchun citrus, tea, edible fungi and medicinal plantproduction. The county is rich in rural products and simple folk customs with great potential forthe development of agricultural tourism and rural leisure tourism. The climatic conditions arefavorable, known as "the colorful flowers always blooming, and the four seasons always beingspring".In recent years, the beauty of Yongchun dims gradually. With the modern urbanization process accelerated, development of Yongchun rural is relatively backward, showing narrow roads,overgrown with weeds, streams dirt, garbage everywhere, living facilities construction backward,and low living standards of farmers. Yongchun County holds in principle of " harmony with nature,comply with the law and comply with the public opinion", starts beautiful countryside three-yearaction of the "hundred villages remediation, ten village demonstration", and strives through threeyears of efforts, fully forming the beautiful countryside with Yongchun features of pastoralscenery and landscape favorable for living, industry developing and traveling.By empirical analysis and in-depth investigation in Yongchun County, this paper summarizedthe information and data collected, analyzed the situations and problems of Yongchun Countybeautiful countryside construction, learned from the experiences of building beautiful countrysideat home and abroad, and thus proposed some countermeasures for the future development. |
