Along with the development of our national economy and the process of the urbanization, the integration of urban and rural areas has become an important content in the China’s "Twelfth Five-Year Plan"。 Promoting the integration of urban and rural areas development is not only the basic measure to narrow the gap between urban and rural areas and the basic way to realize common prosperity of urban and rural areas, but also the inevitable stage of improving the regional urbanization level and the only way of promoting the countryside modernization.This paper takes the integration of urban and rural in Changsha City Tianxin District as a research example, we introduce the related concepts and theoretical research results at home and abroad of the integration of urban and rural areas, this article summarizes the practice experience in the integration of urban and rural areas in China. we analyze the development environment in the Integration of Urban and Rural areas in Tianxin District, including the Development status of integration of urban and rural in Tianxin District, many of the issues, advantages, opportunities and challenges at the present stage. The development guiding ideology and the target of the integration of urban and rural in Tianxin district are discussed. Based on this, systemically puts forward the Development strategy distribution in the integration of urban and rural in Tianxin, provides the suggestions and ideas to make concerning decisions for the Tianxin District People’s Government.
